**(Assistant) Officer, Office Facility Management**:
- PTTEP Services Limited**Job Purpose**:
**Safety Officer, Office Facility Management** is required to provide reliable and high quality of Safety Security Health and Environmental (SSHE) for Building and Office Facilities service and ensure all department and contractor work is carried out in compliance with PTTEP rules and regulations, SSHE MS and related standards/procedures such as ISO 45001:2018 ISO14001:2015 ISO22301:2019 and ISO41001:2018. He/she is also assigned to support Department’s initiatives or projects when required.
**Key Accountabilities**:
- Develop and implement building Safety Security Health and Environmental (SSHE) plans, safety work plans, activities and budgets according to the corporate direction and Department’s strategy.
- Develop Service Level Agreement (SLA) of department works for effective SSHE MS implementation and SSHE plan execution to ensure coverage of all SSHE matters.
- Establish and implement building SSHE strategies and related guidelines at PTTEP RD&T Supporting Facility in upcountry (Rayong and Ayutthaya Provinces) e.g. PTIC, RASC and PSRC in collaboration with RD&T Facility Owner Function.
- Ensure all building and facility management activities performed by outsource service providers, building management outsource services and hired contractors meet SSHE standards and procedures.
- Conduct SSHE compliance and audit program on department activities ensure compliance with Corporate SSHE procedures, standards, guidelines, management systems plus related Laws, and the relevant international standards and best practices.
- Supervise and monitoring department’s SSHE Performance, identifying the gap, developing, and rolling out safety campaigns/ SSHE improvement programs to prevent an incident recurrence to embed the program into daily operation as well follow up and complete corrective actions.
**Key Accountabilities (Cont')**:
- Monitor governance regulatory compliance and improve the existing SSHE performance of department, seek performance improvement and cost reduction opportunities.
- Develop and maintain SSHE Contractor Management process, verify and ensure SSHE capability of related staff including the contractors thru pre-qualification and screening criteria plus provide SSHE induction, audit, monitor Contractor’s SSHE plan, and performance as well as coordinate for incident preventions.
- Implement and audit permit-to-work-system (PTW) i.e. hot and cold work permits including complementary permits and Job Safety Analysis (JSA) to comply with SSHE procedure, Fit-out guideline and legal requirements as well as onsite verification and supervision.
- Establish and conduct Safety Committee monthly meeting for update and improve SSHE in the office.
- Conduct regular staff and outsource service staff meetings to share best practice and SSHE incident.
- Establish various SSHE Training courses to ensure staffs and outsource service staffs competency according to the PTTEP’s SSHE competency requirements.
**Key Accountabilities (Cont')**:
- Plan schedule to conduct safety drill and exercise plan e.g. fire fighting program, Behavioral Based Safety (BBS) program.
- Coordinate with concerned parties to set up training matrix in order to organize/ conduct both internal and external trainings to contribute to safety competency.
- Assist in running incident investigation and determining cause of accidents/ anomalies and recommend actions to avoid recurrence as well as develop incident prevention and safety initiatives/ campaigns to promote Proactive SSHE Culture and Safety awareness.
- Create building SSHE announcement in order to efficiently communicate to PTTEP staff.
- Ensure Business Continuity Plan (BCP) ISO 22301:2019 is up to date, and facility management team is well prepared for any situation.
**Key Accountabilities (Cont')**:
- Establish and ensure department ISO standards such ISO14001:2015 and ISO22301:2019 are recertified and improved according to standard and regulation.
- Ensure facility services procurement aligned with procurement rules and regulations.
- Be responsible for additional assignments as instructed by supervisor.
**Professional Knowledge & Experiences**:
- B.A. in Occupational Health and Safety or higher in related field
- Registration as a Health and Safety Officer and valid competency certificates
- More than 5 years of experience in building and office management software or system
- Ability to work in a multi-disciplinary team with good interpersonal and analytical skills
- Outstanding leadership, communication, and coaching skills
- Good command of spoken and written English
- Good computer skills in standard software (Word, Excel, Power Point, Photoshop etc.)
- Good service mind, problem solving and interpersonal skills
- Able to work upcountry
