ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.
The position is located in Staffing, Diversity and Outreach Unit of Human Resources Management Section, in the Division of Administration. The incumbent reports to the Human Resources Officer.
**Responsibilities**:
Under the direct supervision of the Human Resources Officer, and overall supervision of the Chief of Human Resources Management Section, the incumbent is required to perform the following functions:
Recruitment and placement:
- Participates in advisory discussion and assist clients in the efficient selection process and provides guidance to hiring managers on the processing of consultants and individual contractors (CICs), including building of job openings in talent management tool, the assessment of CICs and their selection.
- Assists in implementation of People Management tools and build capacity of clients. Participates in training sessions on enhancement of People management tools.
- Advises and provides training to clients on rules, procedures and workflows in talent management and enterprise resources planning (ERP) related to the engagement of consultants and individual contractors. Contributes to the drafting of Standard Operating Procedures (SOPs) and Q & A.
Staff development and career support training:
- Assists in the organization and conducts of training courses and workshops for more junior staff.
General:
- Undertakes research on a range of HR related issues and assists in the preparation of notes/reports.
- Prepares written response to queries concerning HR related matters.
- Trains and provides supervision to new and lower-level staff in the unit for administration requests of consultants and individual contractors.
- Performs other duties as required.

Education
High school diploma or equivalent is required.
Work Experience
A minimum of seven years of progressively responsible experience in human resources management, administrative services or related area is required.
Experience working with Enterprise Resource Planning system, i.e., SAP or Peoplesoft in HR modules and MS office is required.
Experience working in administration of consultants and individual contractors is required.
Experience providing training on Enterprise Resources Planning system, i.e., SAP or Peoplesoft in HR modules and MS Office is required.
Experience in onboarding new clients is desirable.
Experience in the United Nations Common System or international organizations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

Must have passed the United Nations Global General Service Test (GGST) at Headquarters or an equivalent locally-administered test at Offices Away from Headquarters.
