The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi, and Mae Hong Son provinces.

**Job Overview/Summary**:
Within the Programs and Awards Management Unit, the partnership management team, led by the Partnership Coordinator, is responsible for all aspects of the partnership management lifecycle. This includes the contractual and process elements of partnerships, such as partner selection, due diligence, risk management, monitoring and reporting processes, and capacity sharing with partners, in line with the IRC’s Partnership Excellence for Equality and Results System (PEERS). The partnership management team is also responsible for working with other departments to ensure that our approach to our partners is in line with the IRC’s guiding partnership principles of equality, complementarity, mutuality, solidarity, results-orientation, and humility. The Partnership Coordinator is responsible for the line management of the Senior Partnerships Managers.

**Major Responsibilities**:
**Strategy and Program Approach**
- Develop and lead the implementation of IRC Thailand’s partnership strategy including, but not limited to identifying partners engagement approaches and providing recommendation for partner selection processes.
- Proactively engage partners in program development efforts.

**Promote Effective Partnerships**
- Facilitate systematic partner feedback on IRC’s management of the partnership relationship, including the documentation of, and response to partner feedback.
- Establish and manage the Partnership Working Group (co-responsible for delivering the functions of the PWG), including referral of issues to Senior Management Team as appropriate.

**Partnership Management**
- Regularly liaise and coordinate with other staff members in the Programs and Awards Management Unit and the senior management team on partnership management, implementation, and fulfilling donor requests.
- Assist in ensuring that program design (and Go/ No Go submissions) is consistent with the SAP partnership strategy; contribute relevant proposal content and ensure appropriate budget resourcing for partner projects and support.
- Coordinate and co-lead Partner Background Review (Vetting) processes, including completion of the report for approval.
- In coordination with the technical coordinators, proactively engage partners on program development efforts.
- In coordination with technical coordinator, M&E coordinator, M&E managers, and other staff members in the Programs and Awards Management Unit, ensure that partners’ project proposals fully align with IRC’s logical framework objectives and related activities, adding value to IRC’s work and overall strategy.
- Coordinate and co-lead the Partnership Capacity Analysis (PCA) processes, including contributing to and facilitating the collaborative risk analysis and management.
- Determine appropriate partnership agreement type and draft agreement, taking into account the due diligence outcomes and specific project and donor requirements, liaising with HQ for review and approval (and obtaining donor approvals as necessary).
- Stay abreast of both IRC and partners’ program progress and developments to ensure informed judgement on any partner related issues.
- Flag any partners compliance issues with the senior management team as early as possible to ensure timely mitigation.
- Lead the partnership team to ensure the effectiveness of post-award management of all partnerships, in compliance with PEERS, including but not limited to: partners monitoring; alignment between programmatic results and expenditures; review procurement; distribution and warehousing procedures and practices where applicable; identify any significant concerns in adherence to processes and regulations; write monitoring reports.
- Liaise with finance and technical teams to achieve timely funds transfers and proper financial follow up and support for partners; work with finance to address any challenges in payments and raise proposed disallowed costs to SMT.
