Information Systems Officer

Manage projects that include feasibility studies, systems evaluation, design, development, and implementation of new moderately complex systems;.
Provide advice to users on innovative technologies, analyze user needs and translate them into functional specifications;.
Define detailed solution architecture;.
Develop and maintain computer programs that require the integration of many interrelated systems and program components; ensure data security, architectural compliance, and appropriate access controls, considering local and broader issues;.
Organize and conduct unit and integration testing; design and use test bases; assist users with acceptance testing;.
Develop training materials, user manuals, train personnel in assigned systems;.
Develop disaster recovery plans;.
Identify problems in architecture, information security, integration, and interconnection of systems.
Maintain, upgrade, re-architect or improve existing systems; troubleshoot and provide ongoing support to users, including solving difficult problems; monitoring transactions to measure performance and ongoing effectiveness of assigned systems.
Conduct research, assessment and evaluation of current technologies and make recommendations for standardization and implementation.
Participate in writing reports and documents related to information technology projects.
**CompetenciesPROFESSIONALISM**:
Knowledge of information technology/information management, particularly in systems analysis, database design and programming.
Knowledge of several high-level programming languages and significant exposure to and demonstrated proficiency in all aspects of programming and analysis, including structured/object-oriented design, relational systems, scripting and query languages, document design and management, hardware and software requirements, systems facilities and execution protocols.
Strong analytical and problem-solving skills, to include proficiency in the development and implementation of systems of moderate size/complexity.
Knowledge of interactive systems; good knowledge of organization's information infrastructure and IT strategy as it relates to user area(s); independently maintains assigned systems and develops innovative approaches to resolve a wide range of issues/problems.
Assumes responsibility for integrating gender perspectives and ensuring the equal participation of all in all areas of work.

EducationAn advanced university degree (Master's or equivalent) in computer science, information systems, mathematics, statistics, or related fields is required. A recognized first-level university degree in the above fields combined with two additional years of experience may be accepted in lieu of the advanced university degree.
Work ExperienceA minimum of five years of progressively responsible experience in the planning, design, architecture, development, implementation, and maintenance of information systems or related fields is required.
A minimum of five years of experience in the implementation and operations of complex systems of large centralized or decentralized institutional systems is required.
A minimum of five years of experience in regulatory compliance related to information security is required.
A minimum of one year of experience working in non-profit international organizations is highly desirable.
Experience in developing ICT policies and guidelines for implementation is desirable.
LanguagesEnglish and French are the working languages of the United Nations Secretariat. Fluency in English is required for this post. Knowledge of another official language of the UN is an advantage.
