**_ Context:_**

As part of the UN Country Team (UNCT) in Thailand, IOM works with key stakeholders to
maximize the potential of migration to achieve sustainable development outcomes for migrants
and communities in Thailand in line with the Thailand National Strategy (2018-2037) and the
13th National Economic and Social Development Plan.

The International Organization for Migration (IOM) Thailand’s Labour Mobility and Social
Inclusion (LMI) unit covers a broad range of topics, business and human rights, skills
development, and migrant empowerment, access to social protection and support services.

Under the overall supervision of the Chief of Mission (CoM) in IOM Thailand and the direct
supervision of the Head of LMI, the Partnerships and Programme Coordinator (Labour Mobility
and Social Inclusion (LMI) will be responsible for the operational coordination and management
of existing national and regional interventions under IOM Thailand’s Migration, Business, and

Human Rights programme. The position will also fulfil a lead in relation to partnerships and
stakeholder engagement, resource mobilization, internal capacity building and technical
backstopping.

**_ Core Functions / Responsibilities:_**

1. In coordination with Head of LMI, oversee Migration, Business and Human Rights
programming at all stages of the project cycle, including maintaining a results-based system to
facilitate adequate project planning, effective implementation, ongoing monitoring, quality
reporting, and continuous improvement. Facilitate direct problem-solving and joint
decision-making in day-to-day operations.

2. Provide technical guidance to the LMI team, including on a rights-based and
gender-responsive approach to LMI programming. Proactively contribute to policy-level
initiatives, programme reviews and strategic planning of the unit.

3. Coordinate with IOM country offices and the Regional Office in Asia and the Pacific to ensure
effective information sharing, knowledge management and collaboration on regional and
multi-country LMI programmes.

4. Keep abreast of developments across other thematic units within IOM Thailand to create
synergies and ensure LMI programme planning, and implementation is aligned with IOM
Thailand’s Country Strategy 2022-2026.

5. Jointly lead with the Head of Unit on engagement with key international stakeholders,
including donor institutions, foundations, and private sector partners in order to create strategic
and innovative partnerships on business and human rights and to mobilize resources.

6. Advance LMI’s project development efforts by identifying opportunities for innovation,
facilitating internal brainstorming, and ensuring that project strategies align with Thailand’s
relevant policies, stakeholder needs and donor requirements.

7. Support external communications, visibility efforts and team members responsible for
communication to ensure alignment with overall IOM and LMI-related programme messaging.
Support in promoting the migration, business and human rights and skills development agenda
with relevant target audiences and enhancing overall output and content development.

8. Establish and implement a system for the overall monitoring, reviews, and planning of the LMI
programme, including financial aspects; help improve knowledge management and quality
approach.

9. Supervise, mentor, and build capacity of the LMI team members in relevant area by
promoting continuous learning and capacity building. Organize and facilitate regular
participatory LMI team meetings by setting a clear agenda and involving all team members.
