- Under the direct supervision of the Chief of Section for Energy Connectivity and the overall supervision of the Director of the Division, the incumbent will undertake the implementation of the “Energy connectivity for sustainable development - Enabling renewable energy resource sharing across borders” and “Supporting increased energy security and resilience through energy transition” projects.

**Responsibilities**:

1) Under “Energy connectivity for sustainable development - Enabling renewable energy resource sharing across borders” project:

Develop and facilitate the organization of the workshop to identify gaps and challenges to developing renewable energy resources and cross-border power trade (Q1, 2024).
- Coordinate the development of a policy brief summarizing key findings from the workshops, consultations, and desk research, with specific recommendations for ECO member States.
- Organize a roundtable discussion including presentation of policy brief(s) to build support for and secure consensus on gaps/challenges in developing renewable energy resources, both for domestic use and linked to cross-border trading of electricity (Q2-3, 2024).
- Coordinate the development a road map to inform and guide development of multilateral power trading among ECO member States with emphasis on trade of renewable energy resources.
- Organize and facilitate a high-level stakeholder workshop to disseminate road maps and develop capacity to implement road map recommendations.

2) Under “Supporting increased energy security and resilience through energy transition” project:

Coordinate stocktaking analysis in project beneficiary countries.
- Prepare reports on benefits and losses of sharing energy and resources across borders vs. operating domestic energy systems self-sufficiently.
- Organize and facilitate multi-stakeholder dialogues towards connected and resilient energy systems with the aim to strengthen collaboration and interest to develop and establish multilateral power trading.

3) Other duties:

Translate working documents to/from Russian as necessary.
- Perform other assignments as requested by the supervisors.

Outputs/Work Assignment

The consultant will deliver the following outputs/deliverables:

(a) Project workplan, including high-level outline of deliverables

(b) Draft concept note and agenda for workshop on gaps and challenges in RE deployment and power trade

(c) Prepare presentation and facilitation of workshop on gaps and challenges in RE deployment and power trade

(d) Draft policy brief

(e) Final policy brief

(f) Draft concept note and agenda for roundtable on policy brief findings

(g) Prepare presentation and facilitation of roundtable on policy brief findings

(h) Prepare and contribute to the draft and final roadmap

(i) Facilitate high-level roundtable on road map

(j) Stocktaking analysis

(k) Prepare reports on benefits and losses of sharing energy

(l) Organize and facilitate multi-stakeholder dialogues

**Responsibilities**:

- At the 77th Commission Session in 2021, ESCAP member States endorsed the Regional Road Map on Power System Connectivity (Road Map). The Road Map contains a vision, a set of principles, and nine strategies with associated milestones to enable increased power system connectivity in Asia and the Pacific to enable sustainable development. Since the endorsement of the Road Map, ESCAP Energy Division’s Connectivity Section has been working to implement the strategies and meet the various milestones.

Strategy 5 of the Road Map focuses on the benefits of moving towards multilateral power trade and creating competitive markets for cross-border electricity trade. Multilateral power trade and competitive markets help to enable the integration of higher shares of renewable energy through the dynamic exchange of power (“flexibility”) across borders. Strategy 9 of the Road Map emphasizes the need to ensure the coherence of energy connectivity initiatives and the Sustainable Development Goals. For example, while many cross-border projects do include an emphasis on low-carbon power generation projects, in particular hydroelectric generation, links between power connectivity and the integration of variable renewables like wind and solar remain limited or even entirely absent. Related to this, at the national level, the pace of development of renewable energy projects is too slow to meet SDG7 targets because of a combination of a lack of specific policy support measures, higher levels of project risk, limited access to capital, and difficulty connecting projects to th
