The programme is a large-scale complex fund management programme which aims to operate in up to 25 LMIC countries. Reporting to the Regional Director (Asia), the
- **Regional Coordinator** leads the Fleming Fund’s activities in South East Asia, supporting the end-to-end process of grant management. The role helps to ensure the highest quality professional standards in the conduct of the Fleming Fund. In order to do so, the
- **Regional Coordinator** has a wide range of responsibilities including setting standards, shaping and implementing agreed strategies for Fleming Fund investments, sharing responsibility for funding recommendations, engaging with stakeholders, and seeking to ensure that the Fleming Fund grants have maximum value for money.
- The role manages the Regional Hub, including a team of technical experts and support staff. In addition, high-level liaison with AMR Coordination Committee members and governments throughout the region, with the UK Department of Health and Social Care, and other partners such as FAO, WOAH and WHO, is a key part of the role. This requires a high degree of diplomacy and a good working knowledge of the Global architecture of AMR.
- Key Responsibilities
- Leading the end-to-end grant management process for the Fleming Fund Grants Programme at the regional level, including:
- Making recommendations for country selection for grant-making
- Coordinating, supporting and participating in the development of country-level Scoping Reports and Investment Strategies
- Coordinating the drafting of Terms of Reference and Requests for Proposals
- Ensuring grantees are supported for effective kick-off, implementation, and close out of grants.
- Facilitating coordination between grantees working at country, regional and global levels
- Reviewing and approving monthly or quarterly reports from grantees
- Undertaking periodic on-site inspections of grantees and grant-supported sites.
- Coordinating Sustainability Analysis/Comprehensive Stakeholder Analysis
External relations and knowledge production:
- Developing and sustaining positive relationships with government ministers and line agency representatives in Fleming Fund countries.
- Ensuring effective coordination and productive liaison with UK government representatives at embassies and High Commissions, including FCDO team members.
- Maintaining close relationships with development partners to ensure complementarity in programming and investments.
- Coordinating pAMR-related knowledge and advocacy initiatives in conjunction with the Fleming Fund communications team and concerned stakeholders.
Management of the Regional Hub:
- Ensuring compliance with systems and processes to ensure appropriate use of Mott MacDonald’s Business Management Systems (BMS) to deliver the Regional Hub’s activities
- Ensuring planning processes, project work plans, budgets and action plans are completed and monitored for the region
- Ensuring periodic financial, operational, and technical reporting (weekly, monthly, and quarterly) to the UK team is completed in a timely manner
- Ensuring completion of deliverables on time to agreed standards
- Overseeing all operational aspects of the Regional Hub, including new office set-up and local entity licensing (if necessary), managing the inter-entity agreement drafting between the Mott MacDonald local entity and Mott MacDonald UK, and leading the operational relationship between the two entities, with support from the UK.

- Establish good and considerate working relationships with all staff in the International Health division, International Development Services Unit, ISMA Region and Mott MacDonald Group as a whole in a way which demonstrates respect for their particular roles and responsibilities
- When required, work closely with immediate colleagues and unit employees to provide a high-quality service to internal and external customers.

- and middle-income settings.
- Working with multiple stakeholders including experience of effective client engagement.
- Overseeing technical delivery of projects including:
- Developing clear project scopes of work and ensuring activities are well defined for effective outcomes.
- Quality assuring activities and outputs, providing constructive feedback to ensure strategic focus is maintained and agreed objectives delivered.
- Ongoing oversight and support including trouble shooting and problem-solving.
- Sourcing, selecting and managing technical assistance as required to support effective project delivery.
