The Asia and Pacific Office is primarily responsible for maintaining continuous liaison with the States to which it is accredited and with appropriate organizations, regional civil aviation bodies and UN Agencies and programmes. The Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO Strategic Objectives, policies and decisions. The Regional Office also provides technical guidance and assists States with implementation of ICAO Standards and Recommended Practices (SARPs), Procedures for Air Navigation Services (PANS), aviation safety and air navigation plans. The importance of the Regional Office’s role in providing implementation support has been reiterated with the ICAO No Country Left Behind (NCLB) initiative that also contributes to the attainment of UN Sustainable Development Goals.

Within this framework, the incumbent reports to the Regional Director (RD) through the Deputy Regional Director (DRD) with whom s/he consults on complex technical assistance issues. S/he also coordinates with the Technical Co-operation Bureau (TCB) and Air Navigation Bureau (ANB) on technical assistance matters as well as on technical cooperation matters, and with the Air Transport Bureau (ATB) on matters related to economic analysis and policy, and performs other duties as required. S/he is responsible for maintaining liaison and coordination with civil aviation authorities, service providers of States and external agencies in the Asia Pacific Region to provide implementation support under the new ICAO Policy on Implementation Support.

The incumbent supervises and delegates tasks to one Assistant (GS) on the implementation support work / Air Transport matters as well as to secondee(s) as applicable.

**Responsibilities**:
Function 1 (incl. Expected results)

Enhances the activities in the States to which the office is accredited in the field of Technical Assistance/Cooperation, achieving results such as:

- Establish and maintain durable contacts with the relevant authorities of States and international/regional civil aviation bodies, with a view to strengthen and raise the profile of ICAO in technical assistance/cooperation activities, achieving high visibility of activities of ICAO, and promoting the ICAO Implementation Support technical co-operation and assistance programmes.
- Discuss and advise States on the formulation of requests for technical assistance as well as related documents including resource mobilization.
- Assess assistance needs of States and identify new project opportunities, including but not limited to capacity building and procurement of services and goods.
- In coordination with the Technical Co-operation Bureau (TCB), develop draft Terms of References for new projects.
- In coordination with TCB, facilitate assistance from financial institutions for ICAO’s implementation support endeavours.
- Review project proposals developed by TCB as required.
- Coordinate work of ICAO with that of other organizations to ensure harmony in the delivery of assistance and attend meetings of such organizations as required.

Function 2 (incl. Expected results)

Develops, in coordination with TCB, Regional technical cooperation and assistance initiatives as well as other projects as agreed to between the Regional Director and Director TCB/Air Transport Bureau (ATB)/Air Navigation Bureau (ANB) in terms of the Regional Office Manual, achieving results such as:

- Advise and support the Regional Director on the technical direction provided to regional projects and programmes including Cooperative Development of Operational Safety and Continuing Airworthiness Programme (COSCAPs), Cooperative Aviation Security Programme - Asia/Pacific (CASP-AP), and Flight Procedure Programme (FPP).
- Participate in the development of Project and Programme Documents, in coordination with TCB, ATB and ANB, and subsequent revisions thereof, as required.
- Coordinate and prepare ICAO’s input and participate in project/programme review meetings.
- Assist in the preparation and implementation of Air Navigation and Safety projects of Regional Groups such as Asia/Pacific Air Navigation Planning and Implementation Regional Group (APANPIRG) and Regional Aviation Safety Group - Asia Pacific (RASG-APAC).
- Coordinate in the preparation and implementation of Environmental Protection projects such as assistance to State Action Plans.
- Review, in coordination with relevant regional officers, mission plans and requests of regional Technical Cooperation (TC) experts as applicable and make appropriate recommendations.
- Plan and coordinate with TCB the briefing and debriefing of TC experts prior to and upon completion of their assignments in the field.
