The Asia and Pacific Office (APAC) is primarily responsible for maintaining continuous liaison with the States to which it is accredited and with appropriate organizations and regional civil aviation bodies to promote the timely and harmonized implementation of ICAO’s policies, decisions, Standards and Recommended Practices (SARPs) and Procedures for Air Navigation Services (PANS), Regional Supplementary Procedures (SUPPS, Doc 7030) and the APAC Regional Air Navigation Plan (ANP). The Regional Office also provides technical guidance and assists States in their implementation activities when requested.

The incumbent reports to the Regional Director (RD) through the Deputy Regional Director (DRD) with whom s/he consults on complex technical assistance issues. S/he also coordinates with technical officers of the Regional Office and the Air Navigation Bureau (ANB) at ICAO HQ in order to promote the implementation of ICAO SARPs and regional air navigation plan with particular emphasis on air traffic management (ATM) and airspace safety monitoring, Aeronautical Information Management (AIM) and Search and Rescue (SAR) matters, and performs other duties as required.

The incumbent, in coordination with the respective Sections in ANB, is responsible for maintaining liaison and coordination with civil aviation authorities and service providers of States and international/regional organizations in the Asia Pacific Region and conducting technical meetings for the implementation of ICAO provisions, regional air navigation plans and regional agreements.

**Responsibilities**:
Function 1 (incl. Expected results)

Collaborates closely with ICAO Headquarters’ staff for all air navigation matters, and particularly with respect to implementation of a performance-based approach to air navigation services planning, in order to promote the implementation of the APAC Seamless Air Navigation Services (ANS) Plan (incorporating regionally prioritized elements of the Global Air Navigation Plan (GANP) Aviation System Block Upgrades - ASBUs), the APAC ANP, SUPPS, SARPs and PANS, and related plans and policies, achieving results such as:

- Coordinate Regional programmes with HQ activities and those of the Regional Sub-Office on common Strategic Objectives and Activities so as to ensure coordinated planning.
- Follow up on States’ responses to State Letters and surveys originating from the Regional Office and HQ in order to close communication loop and encourage action.
- Support the efficient functioning of the Asia Pacific Air Navigation Planning and Implementation Regional Group (APANPIRG) and its contributory bodies, with a particular focus on the Air Traffic Management Sub-Group (ATM/SG) and Regional Airspace Safety Monitoring Advisory Group (RASMAG), and their respective subsidiary groups.
- Provide technical assistance/guidance to States regarding regional planning and implementation of ATM, airspace safety, AIM and SAR-related fields according to the APAC ANP, SUPPS, other APANPIRG-agreed regional guidance and implementation plans, and APANPIRG Conclusions.
- Ensure coordinated processes between ATM and other air navigation fields within the Secretariat so as to minimize duplication, enable seamlessness in planning and ensure efficiency.
- Develop and coordinate proposals for amendments to the APAC ANP and SUPPS.

Function 2 (incl. Expected results)

Acts as Secretary to meetings in fields of assigned responsibility and assist, as required, at other meetings, achieving results such as:

- Conduct, participate in and/or serve as secretary/technical adviser at ICAO technical meetings, seminars, workshops and technical events on ATM, airspace safety, AIM, SAR, and related matters and assist as required at other meetings.
- Initiate and carry out coordinated amendment of regional planning documents, within the Secretariat team and in meetings of relevant technical groups so as to ensure validity and effectiveness of the documentation.
- Facilitate inter-State and inter-regional cooperation/coordination so as to create/improve harmonious working relationships and harmonization of plans and implemented procedures.

Function 3 (incl. Expected results)

Implements the ICAO Regional Office Work Programme in the technical/operational field as directed, including preparation of analyses on technical/operational aspects of civil aviation, and preparation of working papers, reports, briefs, and correspondence, achieving results such as:

- Prepare analyses on technical/operational aspects of civil aviation including States’ needs/problems and initiate/propose solutions.
- Facilitate inter-State coordination for large scale programmes such as the Air Traffic Service (ATS) route network, Air Traffic Flow Management, etc. so as to achieve measurable progress.
- Organize, facilitate, and support seminars/workshops aimed at developing capacity or addressing specific challenges.
