**Job Description**:
The Scholarship Manager is responsible for the day-to-day management of all DISP scholarship program activities taking place in Burma, Southeast Asia and South Asia region, and virtually. This position will be responsible for direct supervision of a team of Placement Specialists, Scholar Advisors, and Scholarship Coordinators based in both Burma and Thailand who will be responsible for placing DISP scholars in scholarship programs, monitoring their progress and well-being throughout their programs, and arranging scholarship finances and logistics. This role will work closely and under the supervision of the Deputy Chief of Party and in collaboration with other DISP staff based in Burma, Thailand, and the home office.

**Essential Functions**:

- Responsible for general oversight of day-to-day scholarship program management and long-term program planning to ensure appropriate resources are in place to support marginalized and disadvantaged scholars.
- Ensure the needs of scholars are met, including emergency management, living, and housing needs; travel and visa assistance; admission processes; advising and support; orientations and other engagement activities, including service learning and other professional development.
- Work with partners, Higher Education Institutions, and other stakeholders to ensure success of scholarship program activities and alignment with DISP goals.
- Contribute to program deliverables including progress reports, work plans, MEL Plan, CLA Plan, and ad hoc reporting and success stories.
- Refine and adapt existing IIE scholarship management tools to develop DISP processes and procedures for scholarship management and scholar monitoring.
- In coordination with the Scholar Advisors, review scholar budgets and payment/financial processes for adherence to financial procedures and budget.
- Monitor and oversee scholarship program budgets, provide input into IIE budgeting exercises, including forecasts and realignments. Approve purchase orders and supervisee expense reports and approve scholar financial allowance requests.
- Contribute to hiring process and supervise Placement Specialists, Scholar Advisors, and Scholarship Coordinators based in Burma and Thailand.
- Oversee onboarding and training of team members. Guide individual performance via timely feedback and support. Make recommendations concerning employment, termination, performance evaluations, salary actions, and other personnel actions. Train team on all policy and program updates.
- Prioritize, organize, distribute, and coordinate the flow of work. Assess workload based on priorities and level of complexity. Ensure that prescribed policies, procedures, and schedules are followed.

**The Institute of International Education (“IIE”) has a hybrid work environment that allows team members a combination of in-office work and telework at any of the locations listed above.**

**Education and Work Experience**:

- Requires a bachelor's degree and at least five (5) years of related experience, or an equivalent combination of education and experience.

**Knowledge, Skills and Abilities**:

- Oral and written proficiency in Burmese and English.
- Previous work experience in student advising, higher education, and/or scholarship program management required.
- Strong understanding of Burmese context and issues facing Burmese students required.
- Ability to manage sensitive cultural and counseling issues.
- Ability to develop effective working relationships with a diverse array of stakeholders including NGOs, higher education institutions, private sector, and staff located worldwide.
- Ability to work across technical and operations teams to implement work plans, monitoring and evaluation strategies, and project activities.
- Excellent self-management skills, including the ability to manage competing responsibilities under tight timelines.
- Previous work experience with people management required.
- Prior experience working with USAID-funded or other donor-funded activities preferred.
