EpiC Central Asia Project Description:
Meeting Targets and Maintaining Epidemic Control (EpiC) is an eight-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control and the project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. After the onset of the COVID-19 pandemic, EpiC was also modified to start implementing COVID-19 response activities.
In 2023, EpiC is expanding its portfolio to strengthen global, regional, and local public health systems to effectively prevent, detect, and respond to infectious diseases, building on broad experience and existing capabilities that align with the global health security (GHS) priorities, National Action Plans for Health Security (NAPHS), and USAID goals.
GHS Project Description:
The Global Health Security Program (GHSP) project is a USAID-funded project, to be awarded in 2024 to FHI 360’s implementing EpiC Project. Designed to help the country better respond to any possible future pandemic, this new program will assist Thailand to detect infectious disease threats early, respond rapidly and effectively to new outbreaks, and prevent those outbreaks that are avoidable.
Job description
The EpiC/GHS Program Manager will work closely with the Thai Ministry of Public Health and other state partners, implementing partners and EpiC Thailand project team to ensure financial, operational, technical, programmatic efficiency, compliance, and reporting. The EpiC/GHS Program Manager will provide technical and programmatic support to EpiC/GHS activities in Thailand, including monitoring project activities and budget, helping to organize EpiC/GHS team efforts and activities in Thailand, and leading and supporting the technical activities.
Responsibilities:
- Provides support to the overall leadership and management of the EpiC/GHS team in Thailand- Leads the EpiC/GHS Thailand team to ensure that activities are carried out according to the work plan, timeline, and budget.- Manages, implements, and monitors systems, services, staff, and budgets to achieve programmatic and financial goals.- Collaborates with Technical and in-country finance staff to ensure that program implementation is managed closely and effectively.- Under the oversight of the EpiC Thailand Project Director, guides the day-to-day activities of the project with an emphasis on project activities and work plan.- Monitors and enforces compliance with USAID and FHI 360 regulations and policies.- Works with EpiC/GHS Thailand staff to develop operational work plans.- Ensures that all deliverables are tracked, monitored, and delivered.- Coordinates and monitors EpiC/GHS Thailand project activities under the guidance of the EpiC Thailand Project Director.- Supports the EpiC/GHS staff to provide guidance and mentorship for EpiC/GHS Thailand consultants, ensuring clarity over plans and priorities and encouraging effective teamwork.- Supports regular reporting (monthly, quarterly, annual) and ad hoc requests from the HQ and USAID.- Develops and delivers project plans, documentation, training, presentations, and reports to document and share EpiC/GHS accomplishments, challenges, and lessons learned.- Coordinates the collection and review of data to monitor and report progress meeting project indicators as defined in the EpiC/GHS Thailand M&E plan.- Supports the EpiC Thailand Project Director and in-country Thailand team in building, developing, and growing partnerships and relationships with Government stakeholders, partners, and others.- Represents EpiC/GHS Thailand in external meetings and discussions as delegated by the EpiC Thailand Project Director.
Required Qualifications:
- Minimum Bachelor’s degree or higher in public health, international development, or related field. A master’s degree in a related field will be an added advantage.- Minimum 8 years of experience in health systems strengthening programs and a minimum of 2 years of supervisory experience.- Strong experience with USG - funded programs, including regulatory and reporting requirements.- Strong experience with the Ministry of Public Health of Thailand and its structures.- Demonstrated knowledge of health context and health Programs in Thailand.- Strong organizational skills and attention to detail.- Strong analytical skills and the ability to use data for decision making.- Strong English and Thai written, oral, and presentation skills.- Demonstrated interpersonal skills in facilitation and stakeholder engagement/coordination.- Willingness and ability to travel a minimum of 30% within Thailand and abroad, as needed.
