ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy-oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

This position is located in the Human Resources Management Section, in the Division of Administration, ESCAP. The incumbent reports to the Chief of Human Resources.
Responsibilities
- Under the direct supervision of the Chief of Human Resources, and overall supervision of the Director of Administration, the incumbent is required to perform the following functions:

General
Develops and implements new human resources policies, practices and procedures to meet the evolving needs of the Organization. Serves as focal point for the UN Financial Disclosure Programme, and for delegation of authority in the area of human resources and handles related processes and discharge associated reporting requirements.
- Monitors and ensures the implementation of human resources policies, practices and procedures. Keeps abreast of developments in various areas of human resources.
- Prepares reports and participates and/or leads special human resources projects.

Conduct & Discipline, Administrative Law, Management of Underperformance
Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements, i.e, serves as the Conduct & Discipline focal point.
- Provides guidance to management and staff, as well as to client entities on conflict prevention and resolution.
- Monitors staff welfare and identifies/proposes appropriate programmes and remedial action.
- Represents the management in appeal cases, i.e. conducts legal review, analysis and research and prepares positions and advice on complex (legal) cases and matters, including appeals, cases of alleged misconduct and administrative reviews.
- Provides performance management advice to staff and management. Assists supervisors and staff with understanding and using the Performance Management System and the Performance Improvement process, serves as focal point for performance rebuttals.

Policy support
Advises the Head of the Unit/Chief of Human Resources on the development, modification and implementation of United Nations policies and practices on entitlements.
- Represents the office in joint bodies and working groups relating to salaries and other conditions of service.
- Conducts research in preparing policy papers, position papers and briefing notes.

Other duties
Recommends guidelines on promotion and placement of staff.
- Provides advice on mobility and career development to staff at all levels in all categories.
- Participates in task forces and working groups identifying issues/problems, formulating policies and guidelines, and establishing new procedures.
- May represent the Organization in discussions with senior government officials on recruitment and other human resources matters.
- Supervises and monitors the work of the junior human resources officers in undertaking the full range of human resource management activities.
- Conducts and coordinates salary surveys assessing the labour market.
- Provides guidance to programme managers on workforce planning.
- Coordinates duty station classification and subsistence allowance surveys.
- Plans, organizes, manages and supervises the work of the units assigned and deputizes for the Chief of Human Resources when required.
