**I. Organizational Context**

The United Nations Office on Drugs and Crime (UNODC) is a global leader in the fight against

illicit drugs and international crime, including terrorism. It is a leading provider of specialized

assistance to Governments for addressing the legal, criminal justice and rule of law aspects of

counter narcotics, crime prevention and counter-terrorism. It operates in all regions of the world

through an extensive network of field offices.

The UNODC Regional Office for Southeast Asia and the Pacific, based in Bangkok, seeks to

recruit a National Programme Officer (NPO) who will support the implementation of training of

trainers activities in Southeast Asia and the Pacific as well as partnership-building efforts with

law enforcement training academies in the region.

Under the overall guidance of the UNODC Regional Representative for Southeast Asia and the

Pacific, the incumbent will perform his/her duty under the direct supervision of the Programme

Officer (Border Management) in Bangkok, as his/her first reporting officer. The NPO will also

receive and act on requests for assistance from other UNODC initiatives having law

enforcement/judiciary training activities in the region.

**II. Functions / Key Outputs Expected**

The incumbent will fulfill the following tasks**:

- Liase with the respective UNODC project teams in Southeast Asia and the Pacific on their training of

trainers plans to support the organazing, implementation, management, and delivery of training activities
for law enforcement and judicial personnel;
- Design teaching techniques curricula tailored to the needs of institutions and law enforcement and

judicial personnel benefiting from UNODC technical assistance, and also including UN human rights
mechanisms/instruments and gender considerations;
- Deliver training to law enforcement and judicial personnel on teaching techniques to adults, and tailor

delivery to their levels and needs;
- Upon request from the UNODC teams concerned, provide advice on training of trainers methodology,

accompany the teams during assessment missions, attend coordiantion meetings with government
counterparts asa needed;
- Under the leadership of the Programme Officer (Border Management), provide support in liaising with

law enforcemeent and judicial training institutions in the region to build partnerships, understand needs,
and support curricula development;
- Keep abreast with latest adult teaching techniques and methodologies, and incorporate them into

UNODC activities;
- Produce and deliver presentations, speeches, and materials (in Thai and English at least),

including the drafting of written outputs such as project progress reports, donor reports,
workplans, project proposals, background papers, letter of invitations, mission reports, briefing

notes, web stories, op-eds, etc.
- Provide logístical support to the organizing of conferences, meetings, seminars, training and

workshops in the region, and travel to the events' location if needed;
- Prepare terms of reference/requirements for consultants to ensure qualitative and objective

procurement of services, and support the identification of suppliers and their contracting;
- Perform other work-related duties as required.

**III. Competencies and Critical Success Factor**

**Professionalism**: Has knowledge and understanding of theories, concepts and approaches relevant to

adult training and teaching techniques. Has knowledge of policies and practices pertaining to law

enforcement training and their institutions, as well as in the mandates of the United Nations Office on

Drugs and Crime. Has very good research and analytical skills. Is able to identify issues, analyze and

assignments given, plan own work and manage conflicting priorities. Shows pride in work and in
