The United Nations Office of Information and Communication Technology's Enterprise Solutions Service (OICT/ESS) develops and supports a wide range of enterprise solutions and provides products and services that support the work of the UN. This position is located in the Enterprise Solutions Service, Office of Information and Communications Technology (OICT/ESS), hosted by ESCAP in Bangkok. The incumbent will report to a Senior Information Systems Officer within OICT/ESS.

**Responsibilities**:
Under the overall supervision of a Senior Information Systems Officer, the Information Systems Officer may be responsible for the following duties:

- Locates and defines new data analysis process improvement opportunities. Identifies appropriate geospatial data sources (including open data and big data) for analytics projects. Collaborates with data engineers and data scientists to improve data flows, data quality, etc. Develops and implements geospatial databases, geospatial data collection systems, geospatial data analytics and other strategies that optimize statistical efficiency and quality.
- Identifies, analyzes, and interprets trends or patterns, using basic machine learning techniques, statistical methods to identify relevant features and variables in structured and unstructured sources of information and data. Creates online databases, dynamic web maps.
- Manages projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems.
- Develops detailed system and other functional specifications and user documentation for major systems.
- Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.
- Develops and maintains computer programs that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues.
- Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing.
- Develops training materials, operating and user manuals; trains staff in assigned systems.
- Develops disaster recovery plans and ensures appropriate planning and training of those responsible.
- Researches, analyzes and evaluates new technologies and makes recommendations for their deployment.
- Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc.
- Facilitates communications between OICT/ESS and its clients for good client relations. Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and OICT/ESS, for either specific IT services or general technology support, including any charge back mechanisms.
- Handles all aspects of contract administration including establishment of service level agreements with vendors and chargeback policy for users.
- Provides guidance to, and may supervise, new/junior staff, consultants, etc.
- Performs other related duties as assigned.

Competencies

- PROFESSIONALISM:
Knowledge of information technology/information management, particularly in geospatial data analysis, geodata model design and data analysis programming. Knowledge of several high-level programming languages and significant exposure to and demonstrated proficiency in all aspects of GIS systems and geospatial data management and analysis, including structured/object-oriented design, designing and publishing GIS web services including OGC services, relational data model, scripting, and query languages, ETL tools and scripting, document design and management, hardware, and software requirements.

Strong analytical and problem-solving skills, including proficiency in the development and implementation of systems of moderate size/complexity. Knowledge of interactive systems; good knowledge of organization's information infrastructure and IT strategy as it relates to user area(s); independently maintains assigned systems and develops innovative approaches to resolve a wide range of issues/problems.
