Job Description (Roles and Responsibilities)

**Main purpose of job**:
Working to the National Crime Agency (NCA) Country Manager and Senior Liaison Advisors, the role is to maintain contacts and liaise with the host law enforcement and legal system, Foreign Law Enforcement Community and UK Law Enforcement in both Thai and English languages. The role holder is responsible for supporting areas of NCA activity in the post, such as capacity building projects or legal engagement and for their own defined work areas. The purpose of the job is to undertake research and to monitor casework and performance and work independently on day-to-day issues. The job holder is expected to produce timely and high-quality reports on intelligence, research and performance in both Thai and English. The job holder will support the management of post budget and be responsible for day-to-day management of finances and administration of the post. The job holders will be expected to build a good understanding of the law enforcement situation in the host country and of NCA’s work.

**Roles and responsibilities / what will the jobholder be expected to achieve?**

**_ Relationship / Operational Management (40%)_**

Responsible for maintaining key contacts within the Embassy and with the host country Law Enforcement, the host country’s Legal System and with the Foreign Law Enforcement Community (FLEC). Represent the Agency when appropriate, and act as a point of contact for the provision of accurate advice to partners on responsibilities, policies, procedures and processes of the Agency applied to the host country. Engage with host Law Enforcement, Government Departments, Prosecutors and private industry to ensure that NCA activity is progressed effectively in both Thai and English languages.

Responsible for NCA activity such as legal liaison with the host country and UK Competent Authorities, operational liaison with the host county and UK law enforcement (UKLE). Support the co-ordination of legal requests and for coordination of deployment of officers into each country. Responsible for supporting project planning and for managing the implementation of capacity building projects in the host country.

Responsible for developing a clear knowledge of the Agency’s work, legislation, guidelines and policies and how they are applied in the host country against the priority crime threats e.g. CSA and Fugitives.

**_ Intelligence Management (30%)_**

Undertake research, analysis and provide advice and recommendations to more senior officers on local law, law enforcement and practice, and the most effective ways to achieve results and enhance the reputation of the Agency within the host country.

Responsible for producing high quality and timely briefings and reporting of intelligence and information, according to NCA standards and in compliance with handling conditions, Government Protective Marking and security considerations. Providing drafts of official correspondence such as submissions to Thai Law Enforcement, Note Verbales and for events.

Responsible for the translation (verbally and in writing) of operational information, presentations, legal documents and of NCA policy and working practice with sensitive consideration of the host country culture.

Responsible for researching and analysing facts and data. Actively monitoring and tracking progress on case work and operations, and report on performance in support of NCA and Country Business Planning processes.

**_ Office Management (20%)_**

Responsible for reviewing spends and broader monitoring and control of the devolved post budget.

Responsible for undertaking the day-to-day financial activity using the approved government IT system.

Responsible for budget management and assurance; and monthly reporting to NCA Hq and FCDO. Have a good understanding of the financial systems and policies of the NCA and FCDO.

Responsible for maintaining the post asset register, the monthly reporting of information exchanges, and for the purchasing of equipment and services in support of the post’s activity.

**_ Other (10%)_**

All staff will be expected to make a corporate contribution to the smooth running of the British Embassy, either through a committee membership or another voluntary role.

In times of peak and/or when there is an urgent operational demand, work flexibly outside of office hours within the section and within the embassy.
Demonstrate a high degree of personal initiative, integrity and discretion in all circumstances.
