Deputy Regional Representative

Purpose:
The Deputy Regional Representative works closely with the Asia Regional Representative and senior regional staff to guide and support the development of CWS programming in the region to meet the goals of the CWS mission and strategic framework. Programming in the region includes, but is not limited to, climate change adaptation and resilience (CCAR), disaster risk reduction (DRR), refugee processing and assistance, and a wide range of humanitarian response and sustainable development programs. CWS maintains offices in Thailand, Cambodia, Vietnam, Indonesia, Timor Leste, and Japan, and supports programs run by partner organizations working in these and other countries. The Deputy Regional Representative will develop new and nurture existing CWS partnerships, and identifies opportunities for CWS program restructuring or growth in the region to reflect current operational realities.
**Responsibilities**:
**Essential Duties**
- Programs, Strategic Planning, and Regional Learning_
- Works with regional staff to develop, assess, and review program, advocacy, and communication materials and reports, ensuring timely submission and quality, especially in response to new or emerging areas
- Identifies and develops new and innovative programing to attract external funding with a view to replication and scaling
- Leads implementation of Asia regional workplan
- Works with staff to complete regional priorities
- Supports research and field strengthening efforts
- Identifies opportunities for program growth and improvement
- Provides strategic analysis and input into regional priorities, direction, and structure of CWS
- Managing Staff_
- Supervises and supports senior regional staff, especially in areas regarding day-to-day operations
- Ensures wellbeing and care of regional staff
- Works with the Regional Representative to ensure that all staff have up-to-date job descriptions, annual goals, and professional development plans
- Facilitates and organizes staff meetings
- Fund Development, Partnerships, and External Relations_
- Works with staff to plan, develop, and deliver innovative and scalable pilot projects, and accompanying concept notes, program proposals, evaluations, and theories of change, etc., likely to attract donor funding
- Develops and manages the implementation of MOUs
- Supports ongoing partner relationships
- Represents CWS Asia with partners, governments, civil society organizations, and other stakeholders as needed
- Host or travel with constituent groups, partners, and visiting staff
- Communications and Advocacy_
- Works with communications and advocacy coordinator to ensure implementation of communications strategy
- Ensures implementation of regional advocacy strategy
- Works with communications and advocacy staff to develop key messages
- Represents CWS Asia in relevant networks as needed
- Financial Management, Operations, & Compliance_
- Ensures continuity of operations during the initial weeks of major or complex disaster response by CWS Asia
- Provides day-to-day oversight of regional budget
- Creates financial reports and prepares the annual regional budget
- Ensures staff compliance with CWS Policies
- Other_
- Serves as acting Regional Representative in the absence of the Regional Representative.

Qualifications:
**Qualifications**
**Education**:
Bachelor’s Degree in relevant field required.
**Experience**:
- A minimum of eight years of previous experience in international development and/or humanitarian work required, with five of those years at a senior leadership level.
- Experience developing programs, proposals, and securing grants. Experience of such work in CCAR/DRR programing is a distinct advantage
- Familiarity with program management, program reporting, financial management, and ME&L practices.
- Experience with rights-based approaches and aid localization required.
- Experience working with staff and colleagues in a cross-cultural context required.
- Experience working with faith-based and civil society organizations and networks preferred.
**Knowledge/Skills**:
- Strong verbal and written communications skills in English required.
- Strong organizational, management, and computer skills, with particular attention to detail.
