Background

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.

Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan. BPPS’s staff provides technical advice to Country Offices; advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, and engages in UN inter-agency coordination in specific thematic areas. BPPS works closely with UNDP’s Crisis Bureau (CB) to support emergency and crisis response. BPPS ensures that issues of risk are fully integrated into UNDP’s development programmes. BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working. BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts.
Position Purpose
Based in the Bangkok Regional Hub and under the overall guidance and direct supervision of the Programme Advisor, Governance, Conflict Prevention, Access to Justice and Human Rights, the Programme Assistant provides support services ensuring high quality, accuracy, and consistency of work. The Programme Assistant is an integral part of the Regional Practice team, providing services to both the Regional Programme implementation activities and the Advisory functions (covering primarily BPPS related portfolios) for COs in the region. The Programme Assistant works in close collaboration with the operations, programme and project staff in the Bangkok Regional Hub and UNDP HQ as required to exchange information and support programme delivery.

**Responsibilities**:
1. Provides administrative support to Regional Programme’s implementation activities focusing on achievement of the following results:
Support DIM project implementation activities according to BRH workflows (including IC process, organization of workshops, travel etc.);
Maintenance of the internal expenditures control system;
Creation of requisitions in Quantum for development projects, register of goods receipt in Quantum;
Making budget check for requisitions, POs and Vouchers including timely corrective actions and budget check errors and match exceptions;
Creation of projects in Quantum, preparation of budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial closure of a project;
Preparation of Revenue Recognition by recording revenue in the Revenue Management system based on a category of agreed financial contribution agreements such as donor governments, UN agencies, private sector entities, foundations, etc.;
Issuance of financial authorizations to country offices, monitoring expenditures against each individual authorization, and follow-up with COs to ensure timely utilization of the issued authorizations;
Supporting the Regional Programme Manager in monitoring and reviewing project management reports for conformity of activities and expenditures with work plans within the team;
Support to all project personnel and consultants where required on allowances, travel claims and other financial matters and calculation of payments due for claims and services;
Maintenance of records on all project personnel and consultants and their respective status (contracts, ToRs, sick leave, vacation, etc.) in accordance with accepted policies and procedures;
Assist the Regional Programme Manager in maintaining the records related to the work of the team in both hard copies and electronic files, and maintenance of project asset lists;
Assists the Regional programme team in reviewing and preparing documentation on the procurement of goods and services and support contract tracking;
Coordinates with GSSU in relation to creation/update and approval of all types of payment vouchers and complete payment release processes including filing.

2. Provides administrative support to the Regional Practice advisory functions focusing on achievement of the following results:
