Training and Competency Manager

We are looking for the Training and Competency Manager for Sig & Infra Engineering Bangkok organisation. People are one the key success and we want to ensure we really focus and develop our people.

**Competitiveness management**:
In Line with the site transformation plan, the role consists of:
1. Ensuring the completeness of the reference library and its continuous monitoring versus QCD objectives:

- Support the Department Head/or Program Manager in building, driving and permanently challenging the Reference Library on QCD aspects: allocate and follow the cost target achievement per contributor, update the Ref Lib with cost improvement confirmed
- Coordinate, on behalf of the Department Head/or Program Manager, competitiveness action plans with all métiers: build and present business cases of new competitiveness actions

2. Collecting ROE on relevant Project/Bid
- Participate to analysis/benchmark of competition offering with Platform & Project & Bid
- In coordination with the Platform members, ensure that the ROE of projects is integrated into the Ref Lib (cost, planning, etc).
- Liaise with Other Regional Engineering Center to collect REX

3. Support pre-tendering / tendering activities and start of projects with reference libraries

**Training Management**:
In Line with the Bangkok Ramp up plan; Coordinate with Department Head & Program Manager to:

- Execute Site Training Calendar in terms of managing end-to-end operations.
- Consolidate training data base of all technical training programs.
- Consolidate target audience based on approved Individual development plan& nominations for planned training programs.
- Ensure complete logistic management of training programs for Trainers as well as trainees.
- Manage training record and completion certificates on Learning Management System (LMS).
- Maintain Trainer database for all training programs on Learning Management System (LMS).
- Maintain Training Content Management of all planned training programs.
- Ensure record of HOT and COLD Evaluations on Learning Management System (LMS).
- Feedback Analysis and Improvement of training programs.

**Transfer Management**:
Following the project/transfer objectives set by the region:

- Set up detailed transfer schedule, budget, resources plan (Work package) with concerned ALSTOM department
- Monitor the transfer as per the KPI set by the region and newly approved PIO
- Consolidate and share the transfer status to relevant stakeholder (Transformation Manager, Engineering Heads,).
- Support Quality and OPEX team on the process convergences and PM2020 implementation within Bangkok

**Educational Requirements**

Engineering degree

**Experience**

Minimum 5 years of experience in industry

Experience in Railway industry

Knowledgeable of Costing, or Engineering, or Sourcing in similar industry

Experience in Design To Cost

- Technical:

- Project Engineering Management & Signalling background
- Ability to recognize product and associated costs, and understand operational flows (engineering, bid, industrial, etc)
- Understanding of basic enterprise internal processes: Tenders, Projects, Engineering, Industrial, Sourcing, Quality and their interfaces
- Good communication skill (presentations, synthesis, relationship with contributors...)
- Comfortable in an international and a multi-cultural environment
- Fluent in English: spoken and written
- Behavioural:
