Job Purpose:

  • The Procurement Director will lead and manage the end-to-end procurement function, ensuring the efficient and cost-effective acquisition of goods, equipment, and services necessary to support the company's operations.
  • This role plays a critical part in developing procurement strategies, vendor management, contract negotiations, cost control, risk management, and compliance with industry standards — specifically tailored to the complexity of the oil & gas sector.

Key Responsibilities:

Strategic Procurement Leadership

  • Develop and execute procurement strategies aligned with corporate goals and operational needs.
  • Establish and maintain procurement policies, procedures, and governance frameworks.
  • Analyze market trends and supplier conditions to anticipate risks and opportunities. Full-Loop Procurement Operations
  • Lead the entire procurement process: planning, sourcing, bidding, negotiation, contract management, purchase order issuance, delivery tracking, inspection, and payment coordination.
  • Ensure timely and cost-effective procurement of all materials, equipment, and services (OPEX and CAPEX). Vendor Management
  • Identify, evaluate, and qualify new vendors and contractors.
  • Establish strong supplier relationships to ensure long-term performance, quality, and reliability.
  • Monitor and manage vendor performance through KPIs and regular reviews. Cost and Risk Management
  • Optimize procurement costs through negotiation, strategic sourcing, and cost analysis.
  • Identify procurement risks and implement mitigation strategies.
  • Ensure compliance with legal, regulatory, and internal control standards. Contract Management
  • Oversee the preparation, review, and execution of commercial contracts (purchase agreements, service agreements, etc.).
  • Ensure contracts are legally sound, commercially viable, and aligned with operational needs. Team Leadership & Development
  • Lead, mentor, and develop a high-performing procurement team.
  • Foster a culture of accountability, ethical behavior, and continuous improvement. Collaboration and Reporting
  • Work closely with operations, engineering, finance, legal, and other departments to meet business requirements.
  • Report procurement KPIs, savings, risks, and progress to executive management.

Qualifications:

  • Bachelor's or Master's degree in Supply Chain Management, Engineering, Business Administration, or related field.
  • Minimum 10–15 years of experience in procurement, with at least 5 years at a senior leadership level in the oil & gas or heavy industrial sector.
  • Strong knowledge of end-to-end procurement processes, including international sourcing and logistics.
  • Proven negotiation, contract management, and strategic sourcing skills.
  • Solid understanding of oil & gas operations, technical materials, and services.
  • Strong leadership, interpersonal, and stakeholder management skills.
  • Fluent in English and Thai (both written and spoken).

Preferred Skills:

  • Experience with ERP systems (e.g., SAP, Oracle).
  • Knowledge of local and international procurement laws and compliance regulations.
  • Professional certification (e.g., CPSM, CIPS) is a plus.
