Deputy Chief of Party, Usaid Malaria Control

**Overview**:
URC is searching for an experienced Deputy Chief of Party for an anticipated USAID $10-25 million Malaria Control Activity in the Greater Mekong Sub-region. The purpose of this activity is to reduce malaria morbidity within border communities by expanding access to high-quality malaria preventive, diagnostic, and treatment services, strengthening the capacity of local health systems and health workers to deliver malaria services to high risk and under-served populations, and increasing the demand for and uptake of malaria preventive, diagnostic, and treatment services.

**Responsibilities**:
Reporting to the Chief of Party, the Deputy Chief of Party is responsible for providing high level strategic leadership, guidance, oversight and supervision of the design, implementation, monitoring of project-supported high quality, high-impact interventions to support the implementation of activities.

Specific roles and responsibilities include, but are not limited to, the following:

- Lead and manage the technical team responsible for the implementation of the Activity components.
- In coordination with the COP, responsible for ensuring that all technical assistance and project inputs are strategic, consistent and coordinated;
- Oversees, in close coordination with the COP and Admins and Finance Director, the compliance element of project implementation ensuring that USG funds are not diverted from their development purpose;
- Responsible for overall project work planning and monitoring, at the implementation level, and ensure compliance to approved contractual activities and work plans;
- Serves as lead for program implementation at operational level;
- With the COP, develop capacity building strategies at the operational levels;
- Ensures appropriate and timely reporting, documentation and dissemination of key results and deliverables for maximum project impact using a variety of communication strategies and media. The DCOP works closely with the M&E and Surveillance Director on this task; and
- Oversees and manages the small grants program/consultancies and provides technical oversight, including field visits and overview of results as well as development of monthly reports highlighting the progress and achievements under small grants.
- Directly supervise team of senior technical experts/leads.
- Serve as Acting Chief of Party when he/she is away on annual leave or other engagements as requested, including oversight for other departments.

**Qualifications**:

- Required Experience and Qualifications
- MB, BS or master's degree in a relevant field such as public health, public administration, business administration, etc.;
- At least ten years of experience in management of international development assistance programs, preferably malaria programs,
- Previous experience working on US government programs will be considered an asset.
- Demonstrated organizational and relationship building skills;
- Demonstrated supervisory experience;
- Ability to work under pressure and adapt to situations as required due to changes on the ground;
- Experience working in Burma, Thailand, or another country in the Greater Mekong Sub-Region is preferred;
- Excellent organizational, analytical, and problem-solving skills.
- Strong oral and written communication skills in English is required.
