**Overview**:
URC is searching for an experienced Chief of Party for an anticipated USAID $10-25 million Malaria Control Activity in the Greater Mekong Sub-region. The purpose of this activity is to reduce malaria morbidity within border communities by expanding access to high-quality malaria preventive, diagnostic, and treatment services, strengthening the capacity of local health systems and health workers to deliver malaria services to high risk and under-served populations, and increasing the demand for and uptake of malaria preventive, diagnostic, and treatment services.

**Responsibilities**:
The Chief of Party leads the senior management team and is responsible for the strategic and technical leadership, financial, management and administrative oversight of the Activity.

Specific roles and responsibilities include, but are not limited to, the following:

- Provide overall strategic vision, technical leadership, and oversight for the Activity.
- Provide an appropriate balance of technical, managerial, and interpersonal skills to coordinate effective implementation of program activities, including development of a dynamic learning agenda and adaptive management approach.
- Responsible for overall financial management and administration of the project in compliance with URC policies/procedures and USAID rules and regulations; approve local financial transactions and authorize expenditures from local bank accounts; and approve all aspects of project procurement and logistics.
- Serves as the principle interlocutor and a key point person with USAID and key stakeholders, partners, and donors as well as HQ;
- Works closely with the Deputy Chief of Party and MEL Director to oversee the development of the project’s knowledge management systems and ensures the timely delivery of high-quality reporting, communication materials and deliverables.
- Ensures the program meets stated goals, achieve deliverables and reporting requirements in a timely manner;
- Leads program management and implementation in coordination among various partners, and sub-recipients;
- Provides technical leadership in the design and execution of program strategies and scopes of work and direct strategic planning to integrate and leverage relevant activities, including cross-cutting issues, in the main project areas/sites;
- Works closely with other senior technical advisors to develop (update and adapt as needed) and execute annual work plans;
- Ensures project staffing, structure and reporting relationships are aligned with project needs, local context and available resources;
- With other key staff, manage and mentor the project team through regular check-ins/meetings, annual appraisals, supportive supervision, training, coaching, and career development support;
- Directly supervise member of the senior management team.

**Qualifications**:

- Medical doctor or Master’s degree or higher in public health or a related field;
- At least ten years of experience of progressively responsible positions in a senior leadership position on donor-supported projects with similar scope and complexity; Some USAID senior leadership experience is strongly preferred.
- Experience and technical knowledge in malaria and/or infectious diseases programming;
- Experience in designing and implementing cross-border public health interventions;
- A demonstrated experience in maintain strong relationships with government counterparts, donors, implementing partners, private sector and other stakeholders;
- A proven record of excellent management, leadership, decision-making and interpersonal skills to ensure internal coherence among diverse team members and sub-recipients;
- Experience working in Burma preferred. Experience working in southeast Asia is required;
- Experience on US government funded project is required
- Fluent in written and spoken English.
