The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

This position is located in the Financial Resources Management Section, in the Division of Administration. The incumbent reports to the Chief of Financial Resources Management Section.

**Responsibilities**:
Under the direct supervision of the Chief of Financial Resources Management Section, and overall supervision of the Director of Administration, the incumbent is required to perform the following functions:
Human Resource Management
- Provides expert advice with respect to conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
- Reviews post incumbency reports for purposes of vacancy management and staffing table control.
- Leads, oversees and coordinates the preparation and implementation of the service management work program and budget to ensure compatibility with work priorities and objectives, taking into account the most effective use of resources.

Budget and Finance
- Monitors and controls budgetary allocations through regular reviews; drafts routine and ad hoc outputs; and provides effective monitoring reports and data. Identifies deviations from plans and proposes corrective measures. Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. Coordinates the production of programme reports on service management.
- Leads the preparation and implementation of the service management work programme, ensuring that financial resources are utilized to implement activities in accordance with the allotments issued.
- Establishes and maintains a set of sound policies, procedures, standards and tools which are consistent with UN policy and practice in order to ensure proper accounting, financial management and control.

General Administration
- Supervises a staff team and/or provide advice to others on human resource administration, financial administration and management information issues and practices to colleagues.
- Produces major/complex reports for management.
- Provides expert guidance and leadership to more junior staff.
- Performs other related duties as required, e.g., reviews of Secretariat offices and departments at headquarters/missions, operational travel programme, adequacy of departmental space requirements, and technology requirements.
- Oversees the relationship between ESCAP and its clients for administrative support services, including the formulation and update of service agreements.
- Oversees work related to procurement, billing and receipt of income from various services, operational travel programme, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services.
- Performs other related work as required.
