**About P4I**
Partnerships for Infrastructure (P4I) is an Australian Government initiative partnering with Southeast Asia to drive sustainable, inclusive, and resilient growth through quality infrastructure. P4I partners with Cambodia, Indonesia, Laos, Malaysia, Philippines, Thailand, Timor-Leste, Vietnam and the Association of Southeast Asian Nations (ASEAN).

P4I works with partners to strengthen infrastructure decision-making and practice across the transport, energy, utilities and telecommunications sectors. P4I’s focus is on the early stages of the infrastructure lifecycle, including planning and prioritisation, financing strategy, and procurement.

Delivered through a single team, P4I is led by the Australian Department of Foreign Affairs and Trade in collaboration with EY, Adam Smith International, The Asia Foundation and Ninti One.

Working closely with the Australian Embassy in Thailand, P4I has commenced engagement with the Government of Thailand on a range of activities including:

- Training, policy advisory and technical support for the Ministry of Transport;
- Support in the energy sector, including with the Electricity Generating Authority of Thailand and Ministry of Energy; and
- Working with Ministry of Foreign Affairs on initiatives related to the Ayeyawady-Chao Phraya-Mekong Economic Cooperation Strategy (ACMECS)

**The Role**

The Partnerships Adviser will support P4I’s engagement in Thailand, through providing analysis of Government priorities and reform initiatives in economic infrastructure, coordinating and managing key stakeholder relationships at senior levels of Government, and supporting technical teams to deliver P4I’s advisory work.

The Adviser will work as part of the P4I Head Office in Bangkok, liaising closely with the Australian Embassy in Thailand and P4I colleagues across the region to build and maintain stakeholder relationships with relevant Government entities and officials.

The position provides the opportunity to play a key role in supporting Australia’s engagement in Thailand.

Specifically, the Partnerships Adviser will:

- Provide analysis and advice on infrastructure policies and institutions in Thailand.
- Monitor and analyse issues relevant to P4I’s Thailand engagement such as Thai Government priorities, developments in the policy and institutional environment, and relevant Government or Development Partner initiatives, activities, or events.
- Provide advice on issues such as Government protocols, institutional dynamics and ways of working.
- Develop and maintain relationships with key stakeholders in the economic infrastructure sector. This will include facilitating regular liaison between P4I, the Australian Embassy, the Thai Government and other stakeholders. Stakeholder groups include but are not limited to:

- Senior officials at Government agencies involved in the planning and delivery of economic infrastructure (transport, energy, and telecommunications).
- Development Partners, including the multilateral development banks.
- Other stakeholders including the private sector, policy and research institutes, and civil society.
- Support P4I’s activity portfolio in Thailand, including by:

- Working with P4I colleagues and the Australian Embassy to develop a strategy for P4I’s engagement in Thailand
- Working with P4I technical experts to help identify and scope P4I activities and preparing activity terms of reference, in consultation with Thai Government counterparts and other P4I staff.
- Support P4I activity teams by providing advice on Government liaison, protocol, and institutional context - to help ensure effective activity delivery.
- Monitoring activity progress, including by identifying and addressing risks and issues.

The position will also:

- Contribute to P4I planning, overall P4I strategy development and Program monitoring, in particular the preparation of Annual Workplans and Program Performance Reports.
- Help to ensure environmental, climate and disaster considerations (DRRCC) and gender and social inclusion (GEDSI) considerations are analysed and addressed during the development and implementation of strategies and activities.
- Work with the communications team to identify and promote P4I activities through communications and public diplomacy opportunities.

**Selection Criteria**
- Qualifications in a relevant discipline (e.g., in economics, public policy, or a related field).
- Strong understanding of Thai Government infrastructure policy and context, with demonstrated experience in some or all of the transport, digital, energy, and public investment management fields.
