Currently, we are looking for a
Communication Officer (CASE)
for the following project:
A. Background
The project "Clean, Affordable, and Secure Energy for Southeast Asia" (CASE) is a regional project aimed at driving transformative change in the power sector across Southeast Asia towards increased ambitions with regards to climate change. CASE focuses on the four main Southeast Asian countries in terms of energy demand – Indonesia, the Philippines, Thailand and Vietnam – as well as engages in regional interventions at ASEAN level.
In Thailand, CASE is a joint endeavour by GIZ and its consortium partners, the Energy Research Institute (ERI) of Chulalongkorn University and Thailand Development Research Institute (TDRI).
B. Project scope
· Research: providing the evidence needed for sound decision-making and awareness-raising.
· Transparency: mapping activities and stakeholders relevant for the energy transition.
· Dialogue: bringing together relevant actors across the energy sector and beyond.
· Capacity-building: empowering individuals through targeted training programs.
· Communication: engaging the public in the energy transition by effectively communicating critical information.

D. Responsibilities
Under the direct supervision of the Project Director and in collaboration with CASE Thailand colleagues, the incumbent will be responsible as follows:
Communication and PR
· Turn reports into key messages – translate project outputs such as reports, studies, and events into clear, engaging formats and messages that work for our social media channels, short articles, and blog-style pieces.
· Produce key communication materials – develop and package content such as factsheets, newsletters, PowerPoint decks, and press releases to ensure project visibility and consistent messaging.
· Manage CASE' digital presence – oversee CASE's social media and communication channels (CASE website; CASE Facebook; CASE LinkedIn; CASE Twitter) and ensure cohesive brand communication and up-to-date contents.
Coordination and Strategic Alignment
· Align communication efforts for CASE – ensure effective collaboration at both the regional level and across the four CASE countries (Indonesia, the Philippines, Thailand, and Vietnam) to maintain a coherent narrative and unified messaging.
· Coordinate with project partners – identify communication opportunities, gather research content, and ensure alignment between technical outputs and final communication products.
· Update and oversee the application of CASE communication guidelines – ensure consistent tone, visual identity, and messaging across all outputs and partner contributions.
Event Organisation and Communication
· Plan event communication – identify opportunities to turn events into communication outputs such as press releases, photo stories, or video features.
· Produce key event designs – develop digital backdrops, promotional materials, and other visibility assets to ensure cohesive and professional event branding.
· Coordinate event visibility – arrange and brief photographers, videographers, and designers to ensure documentation aligns with CASE and GIZ communication standards.
· Support onsite execution – be present at key events to coordinate communication-related tasks and ensure smooth logistics for media and content capture.
· Lead post-event communication – compile and publish event summaries, social media highlights, and other visibility materials to ensure timely and effective outreach.
Other tasks
· Draft TOR for contracting PR & communication-related services providers (i.e., photographers,videographer, graphic designers, etc.) and steer their implementation.
· Coordinate and oversee with service providers on design, publication, and communication deliverables to ensure outputs meet CASE and GIZ standards and deadlines.
· Collaborate with the website developer to edit and update website elements, including uploading publications, visuals, and multimedia content.
· Participate in meetings, trainings, and/or conference as requested.
· Support other activities of CASE and GIZ as needed.
E Qualifications
· Have full rights to work in Thailand without restrictions and additional requests.
Education:
· Master's or Bachelor's Degree in communication, Journalism, Public Relations, Marketing, Digital Media, Graphic Design, Photography and Videography, or related discipline that is relevant to achieve the required outputs.
Work Experience:
· A minimum of 5 years of professional experience in communications, public relations, or a related field.
· At least 2 years of dedicated experience working on environmental, energy, or sustainability-focused projects.
· Working experience in development cooperation or international organisation such as UN, ASEAN, or GIZ is another strong asset.
Technical Knowledge and Skills:
· Proficiency in graphic design tools.
· Familiarity with digital communication platforms (e.g., websites, social media, newsletters).
· Proficiency in MS Office package (Word, Excel, PowerPoint and Teams).
Communication Skills:
· Strong writing and storytelling skills in both English and Thai.
· Ability to translate technical or academic topics (e.g., energy transition, renewable energy, energy policy etc.) into clear, engaging, and accessible language for general audiences.
· Creative and adaptive mindset in content creation for different channels and audiences.
Soft Skills:
· Creativity, curiosity, and willingness to learn.
· A proactive, responsible attitude with attention to detail.
· Ability to work both independently and as part of a multicultural, cross-functional team.
Preferred Experience:
· Experience creating infographics, communication materials, or visual storytelling projects.
· Basic video editing skills are an advantage.
· Prior experience in developing content related to renewable energy, climate change, environmental issues, or social sustainability will be considered an asset.
F Duty station
This position will be based in Bangkok, Thailand.
This will be a fixed-term contract for a Thai National only, starting 01 February 2026 and running until (at least) 28 February 2027, with the possibility of extension upon satisfactory performance.
