Senior Indirect Buyer

RESPONSIBILITIES

• Core Responsibilities

o Collaborate with end users to plan CAPEX, MRO and Services requirements, ensuring alignment with both functional needs, procurement standards and internal business practices.

o Develop and release RFI, RFP, and RFQ documentation, ensuring that all commercial terms, technical requirements, and contract conditions are aligned with CAPEX, MRO and Service project objectives and internal business policies.

o Ensure suppliers are prequalified through the SAT 'Supplier Qualification Process' in accordance with CAPEX procurement policies, internal / external governance, and risk and compliance checks.

o Raise and manage the end-to-end Purchase Order (PO) processing in ERP for CAPEX, MRO and Services.

o Review Purchase Requisitions (PR) in ERP for CAPEX, MRO and Services to confirm appropriate sign-off and approval routing.

o Support customer proposals by supporting the NPI and Cross Functional teams to align technical machinery requirements with sourcing capabilities and project timelines.

o Conduct data-driven analyses to support the development of sourcing and purchasing strategies as provided by the Category Procurement Manager (make or buy analysis).

o Apply strong negotiation skills to optimize Total Cost of Ownership (TCO), manage risk, and establish long-term value in supplier agreements.

o Work with the Logistics team to support the BOI, import/export operations, freight management, and final delivery to ensure timely and compliant movement of goods for all PO's.

o Manage/re-engineerc the end-to-end Procure to Pay (P2P) process, including requisition creation, purchase order issuance, goods receipt, invoice verification, and payment coordination, ensuring compliance with procurement policies and timely processing of transactions.

o Introduce and develop new suppliers and sourcing options for category-dependent supply bases to optimize pricing, mitigate supply chain risks, and strengthen the strategic procurement process.

o Work with Indirect Buyers to analyze historical spend data and usage trends to streamline the overall process reduce, balance inventory and support sales.

o Work with Indirect Buyers to implement and negotiate supply models such as consignment stock, vendor-managed inventory (VMI), and Just-In-Time (JIT) delivery to reduce working capital requirements and improve operational efficiency.

• Supplier Management

o Manage the 'Contract Life Cycle (CLM)' from qualifying, formalization, negotiation, onboarding, service performance and reporting, relationship engagement, service issues, claims, audits, renewals, extensions, amendments, and termination.

o Facilitate supplier onboarding to ensure full alignment with company values, operational standards, and compliance requirements in accordance with the Supplier Agreement.

o Lead regular supplier reviews in line with the 'Supplier Account Management Framework'.

o Monitor supplier performance and compliance via the ERP's 'Supplier Performance Dashboard'. Follow-up suppliers that fail to meet DIFOT, quality and service performance, and escalate issues where applicable.

o Work with suppliers to lead Value Analysis and Value Engineering (VA/VE) initiatives, driving improvements in quality, safety, operational efficiency, and cost-effectiveness across manufacturing processes and assets.

o Engage suppliers to actively contribute to the 'Supplier Risk & Mitigation Matrix' by providing risk insights and proposed mitigation actions aligned with business trends, industry shifts, and economic developments.

• Systems & Reporting

o Ensure procurement master data integrity in ERP, IPRF, e-Smart, and AI systems.

o Prepare timely reports from the 'Supplier Dashboard (SCM WIN)', Material LOB Report, and Component Shortage Summary (APS).

o Leverage ERP, AI, and analytics to track sourcing risks, costs, and supplier performance (DIFOT), ensuring compliance and audit readiness. Use dashboard data to analyse trends and guide decisions.

o Identify continuous improvement opportunities within process and systems in relation throughout the P2P process.

• Finance & Authorization

o Support the setting, management, and monitoring of Budgets in collaboration with relevant stakeholders.

o Control CAPEX, MRO, Services and Category spend by providing reporting, analysis, and oversight to ensure alignment with budgetary targets.

• People Management

o Manage and align Indirect Buyer team members to category and general procurement requirements based on individual skill sets and their abilities.

o Work with the Category Procurement Manager to set and review individual Annual Performance Review targets and goals and follow-up progress periodically.

o Work with the Category Procurement Manager to identify individual and team internal/external training requirements to support changes within the business, industry/category changes, succession planning, and Business Continuity Planning (BCP).

o Crosstrain team members to maintain continuity and mitigate the impact of absenteeism.

• Risk & Governance

o Collaborate with the procurement and cross functional teams to maintain and update the 'Supplier Risk & Mitigation Matrix', incorporating insights from suppliers, customers, business trends, industry shifts, and economic developments to enable proactive risk management.

o Maintain and update 'Standard Operating Procedures (SOPs)' to ensure alignment with CAPEX, MRO, Servies and Indirect Buying Categories process.

QUALIFICATION

• A Bachelor's degree in Business Administration, Supply Chain Management, Engineering, or a related field.

• An MBA or relevant postgraduate qualification is considered an advantage.

• Minimum 8–10 years of procurement experience, with a focus on CAPEX, MRO, services, and indirect product or service categories.

• Strong background in engineering, manufacturing, or technical sourcing. Understanding of aerospace-grade materials, specifications, and component lifecycles is an advantage.

• Extensive experience in category procurement, spend analysis, supplier relationship management, and contract lifecycle management.

• Demonstrated ability to manage global trade compliance, including import/export regulations and ITAR/EAR requirements.

• Proven application of sustainability, ESG principles, and ethical sourcing in procurement decision-making.

• Familiarity with quality management systems such as AS9100, ISO 9001, or other aerospace/defense-related standards.

• Solid understanding of manufacturing processes across industries including electronics, automotive, aerospace, or similar sectors.

• Proficient in ERP and MRP systems, Microsoft Office (especially Excel), and digital procurement platforms. Power BI an advantage

• Strong commercial mindset with an understanding of supplier markets and service principles.

• Preferred certifications include CPIM, CSCP, CPSM, CPP, or other recognized supply chain qualifications.

• Exceptional communication, collaboration, and leadership skills.

• Fluent in both Thai and English, with strong verbal and written communication skills.

COMPETENCIES / ABILITIES

• Proven experience in CAPEX and category procurement or in a strategic sourcing role within manufacturing and/or aerospace sectors.

• Strong capability in technical sourcing and supply chain operations aligned with industry standards such as AS9100 and ISO 9001.

• Strong in negotiation and contract management, including handling long lead-time and complex engineered components.

• Demonstrated success in driving cost savings and improving supplier performance.

• Experience leading supplier development programs, including onboarding, compliance audits, corrective action plans, and quality assurance alignment.

• Proficient in analyzing cost breakdowns, financial forecasts/analysis, and Total Cost of Ownership (TCO) for high-value CAPEX, MRO and services.

• Strong knowledge of risk mitigation strategies and drivers.

• Proven ability to manage crises such as part shortages, recalls, or regulatory changes while maintaining operational continuity (BCP).

• Strong project management skills with the ability to lead cross-functional sourcing initiatives, capital projects, or supply transformation programs.

• Detail-oriented and disciplined in documentation, traceability, change control, and regulatory compliance.

• Skilled in stakeholder management and capable of influencing engineering, quality, finance, HR, IT and executive leadership teams.

• Effective communicator with experience engaging senior supplier executives and reporting to corporate leadership.

• High level of integrity and a strong commitment to ethical procurement practices, particularly within regulated manufacturing and aerospace environments.
