Purchasing & Sourcing Manager

TPCS Public Company Limited a manufacturer, is diversifying its product line across Technical / Industrial Textiles, Conventional Textiles, Home Textiles, and Health Care Products, targeting industrial, home, and health applications. We are seeking talented candidates to join our dynamic team.

Purchasing & Sourcing Manager

Responsibilities:

· Develop and execute sourcing strategies for key raw materials (e.g., pulp, master rolls paper, chemical additives, packaging materials), spare parts, and new items required for NPD projects.

· Lead new supplier development and qualification processes for NPD initiatives, including issuing RFQs, price & term negotiations, quality assessments, and long-term supply agreements.

· Closely collaborate with Product Development / R&D / Engineering teams to define specifications for new materials, develop alternative formulations/ingredients, and support trial production and validation with suppliers until successful commercialization.

· Manage key supplier relationships (both domestic and international), monitor supplier performance (quality, delivery, cost), and implement corrective actions when issues arise.

· Drive cost control and cost reduction initiatives through negotiation, value engineering, strategic sourcing, and management of raw material price volatility.

· Optimize inventory levels of raw materials and spare parts to minimize holding costs while preventing production stoppages.

· Report regularly to management on procurement performance, supplier KPIs, and progress of NPD projects.

· Lead and develop the purchasing & sourcing team (if applicable) to ensure high performance and continuous skill improvement.

Qualifications:

· Bachelor's degree or higher in Industrial Management, Industrial Engineering, Supply Chain Management, Finance, Business Administration, or related fields.

· Minimum 15 years of hands-on experience in Purchasing / Sourcing / Procurement in a manufacturing environment.

· Strong proven experience (at least 5 years) in sourcing and developing new materials/products for New Product Development (NPD) projects.

· Demonstrated experience working closely with Product Development / R&D / Engineering teams and suppliers to develop new products/materials from concept through to full-scale production (commercialization).

· Experience in the tissue paper, hygiene paper, pulp & paper, or related manufacturing industries will be highly prioritized and considered a strong advantage.

· Familiarity with sourcing spare parts for paper production machinery / converting equipment is a plus.

· Strong negotiation, cost analysis, and supply chain risk management skills.

· Proficient in English (spoken and written) for communication and negotiation with international suppliers.

· Experience with ERP systems (e.g., SAP) and data analysis tools.

· Proven leadership and cross-functional communication skills.

· Strategic mindset with long-term vision and planning ability.

· Detail-oriented with strong focus on quantitative results (Cost, Quality, Delivery).

· Flexible and able to handle urgent and high-pressure situations.

· High ethical standards and commitment to transparency in procurement practices.
