Position Overview

The EHS (Environment, Health, and Safety) Manager is a pivotal leadership role responsible for developing, implementing, and enforcing a comprehensive EHS program across this large-scale hyperscale data center campus. Reporting directly to the Project Director, the EHS Manager will collaborate closely with the Project Management Office (PMO), Employer representatives, contractors, and subcontractors to establish a strong safety culture in
an environment where contractors and subcontractors
often lack formal training in safe work practices.

The successful candidate will drive proactive risk management, incident prevention, and continuous improvement in EHS performance, with a strong emphasis on training, mentoring, and cultural transformation to ensure zero-harm outcomes on a mission-critical project involving high-risk activities such as high-voltage electrical works, heavy lifting, working at heights, confined spaces, and complex MEP installations.

Key Responsibilities

  • Develop and implement the Project EHS Management Plan, including risk assessments, safe work method statements (SWMS), permit-to-work systems, emergency response plans, and environmental management procedures tailored to hyperscale data center construction and commissioning.

  • Oversee all EHS activities across the project, with particular focus on high-risk MEP installations, critical power systems, cooling infrastructure, and electrical substations.

  • Lead incident investigations, root cause analysis, corrective actions, and lessons-learned dissemination to prevent recurrence.

  • Establish and monitor leading and lagging EHS KPIs, prepare regular reports, dashboards, and presentations for the Project Director, PMO, Employer, and senior stakeholders.

  • Design and deliver extensive training and mentoring programs (including toolbox talks, formal classroom sessions, on-site coaching, and PowerPoint presentations) to educate and upskill PMC staff, contractors, and subcontractors on safe work practices, hazard identification, and compliance with international standards.

  • Actively mentor contractor and subcontractor teams—many of whom have limited prior exposure to rigorous safety protocols—through patient, persistent, and hands-on guidance to foster behavioral change and ownership of safety.

  • Conduct regular site inspections, audits, safety walkthroughs, and behavioral observations; issue stop-work authority when necessary and verify closure of findings.

  • Manage a team of junior EHS officers and coordinators, providing direction, mentorship, and performance management.

  • Coordinate with regulatory authorities, third-party auditors, and Employer EHS representatives as required.

  • Ensure compliance with Thai regulatory requirements, international standards (e.g., ISO 45001, ISO 14001, OSHA, ANSI), and data center industry best practices (e.g., Uptime Institute safety guidelines).

Qualifications and Experience

  • Bachelor's degree in Occupational Health & Safety, Environmental Engineering, or related discipline. Professional certifications (e.g., NEBOSH IGC/Diploma, CSP, CRSP, IOSH, Thai Professional Safety Officer certification) highly desirable.

  • Minimum 15 years of EHS management experience on large-scale construction projects.

  • Direct experience in hyperscale data centers strongly preferred.

Candidates with equivalent experience in semiconductor fabrication plants, oil & gas facilities, power plants, or large healthcare/pharmaceutical projects will be considered due to similar high-risk profiles and safety criticality.

  • Proven track record of successfully implementing EHS programs and driving cultural change in environments where contractors prioritize production over safety.

  • Strong expertise in high-risk activities common to data centers: electrical safety (HV/MV), working at heights, crane/heavy lifting operations, confined space entry, hot works, and simultaneous operations (SIMOPS) during commissioning.

  • Demonstrated ability to develop comprehensive EHS procedures, training materials, and engaging presentations from scratch.

  • Excellent presentation and facilitation skills for delivering training to large, diverse audiences (executive, supervisory, and field workers).

Language Requirements

  • Fluent in English and Thai (spoken and written) – mandatory.

  • Proficiency in Mandarin is a significant advantage.
