Chief of Party Anticipated for Usaid-funded Local

Chemonics seeks a **chief of party** for the anticipated the USAID-funded **Local Empowerment and Resilience Network (LEARN) **project in Myanmar. LEARN aims to empower citizens and communities to develop and strengthen collaboration between local stakeholders to increase agency and meet community needs. To achieve this goal, LEARN will build the technical and financial capacity of local organizations and increase broad-based participation in community driven initiatives to provide local services. LEARN will contribute to the United States Government’s (USG) objectives of contributing to the protection and maintenance of democratic space, human rights, and accountability to enable an eventual return to democratic governance in Burma and to support the people of Burma to access humanitarian assistance and essential services.

The chief of party will be responsible for providing technical leadership and administrative oversight to the program, managing activities and staff to ensure that the project proceeds effectively and meets its targets. This position is expected to initially be based in a neighboring country given the current security situation in Myanmar. **Responsibilities**:

- Serve as the primary point of contact with USAID/Burma with regard to

day-to-day implementation and management matters relating to the award. The COP will have overall responsibility for the contract ensuring quality control, the appropriateness and overall responsiveness of all activities performed under the contract, whether by long
- or short-term advisors or others.
- Provide strategic leadership, vision and direction for the activity; strategic planning, including timely preparation of the biannual work plan;
- Mentor activity staff, sub-awardees, and consultants to achieve expected results;
- Ensure high quality standards of technical assistance and support to LEARN’s partners;
- Oversee an effective and accountable Grants and sub-awards system;
- Manage program communications with USAID, key stakeholders, and the general public;
- Ensure compliance with USAID, USG and GOM laws, regulations, policies and procedures;
- Lead a LEARN team that integrates collaborative learning and adaptive management across all LEARN objectives, and supports collaboration and coordination with other USAID Burma Democracy, Governance, and Humanitarian Assistance (DGHA) activities;
- Other tasks as required to achieve the Program Objectives and Key Results.

Minimum Qualifications include:

- At least 10 years of progressively responsible professional experience in the implementation and management of democracy and governance, humanitarian assistance, or peace and stabilization programs in complex contexts. Prior experience managing USAID programs highly preferred.
- At least 5 years of senior management experience on donor-funded programs and a strong track record of building and maintaining strong teams.
- A master’s degree or equivalent in a relevant field such as international relations, political science, journalism, public administration, law, or peace/conflict studies is required; or, a bachelor’s degree with at least 12 years of professional experience and six years of supervisory experience.
- Experience working with international donors in Myanmar or Asia.
- Proven experience effectively working and building strong relationships with a broad range of counterparts and stakeholders, including high level donor government officials, civil society organizations, diverse communities, and other donors is required.
- Strong communication skills, including interpersonal and written and oral English, required.
- Demonstrated leadership, versatility, and integrity.
