The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy-oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

This position is located in the Information Management, Communications and Technology Section (IMCTS), in the Division of Administration. The incumbent reports to the Chief of IMCTS.

**Responsibilities**:
Under the direct supervision of the Chief of IMCTS and the overall guidance of the Director, Division of Administration, the Chief of Unit will be responsible for the following duties:

- Plans and directs major systems projects of significant importance to the institution, or major components of these complex systems which typically impact critical operations and large or multiple user groups.
- Provides expert advice on complex systems analysis and design; identifies the need for new systems (or modifications to existing systems) or respond to requests from users; develops plans for feasibility assessment, requirements specification, design, development and implementation, including project plans, schedules, time and cost estimates, metrics and performance measures.
- Tracks and monitors project progress against plan, requirements, quality measures, standard processes; liaises with users on all aspects and during all phases of development and implementation.
- Provides professional leadership and work direction to assigned project team, and/or mentor and supervises the work of new/junior officers, contract staff, etc.
- Is actively involved in the execution of the most complex aspects of the project (e.g. systems analysis, development, programming, etc.); oversees development of document and database structures, ensuring that all design aspects are addressed and control and security mechanisms are established.
- Develops, implements and monitors information standards and guidelines, including testing paradigms.
- Keeps abreast of developments in the field and determines the need for testing and evaluating new products and technologies; provides leadership on introducing technological changes; prepares various technical reports.
- Facilitates communications with digital and ICT experts in the broader UN family to build coordinated efforts towards digital transformation, in line with the Secretary-General’s Strategy.
- Leverages the use of technology, best business practices, project management, data analytics, creativity and innovative thinking for better business intelligence, decision support and knowledge management.
- Develops strategies and programmes related to data management and governance and provides strategic advice and support to the Management of ESCAP in relation to transforming ESCAP’s business model through digital transformation technologies.
- Performs other related duties as required.

Education
An Advanced University Degree (Master’s degree or equivalent) in Computer Science; Software Engineering; Data Science; Digital Transformation and Innovation; Business Management or related field, is required

A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in IT business solutions, business intelligence, data analytics and visualization, information management, or related area is required.

Proven experience in business analysis, process improvement and leading business process automation projects using AI, robotics powered automation platforms is required.
