Output 2. Program Design
2.1. Incubation Program’s framework document that includes overall structure, content curriculum (incl. technical training), general organization, and delivery modalities per country over the 7-year project period
Output 3. Call for LSOs
1.1. Short evaluation report summarizing the outcome of the call for proposals for program partners (LSOs): characteristics, evaluation, and score of evaluated organizations
Output 4. Gender-Sensitive Incubation Training for LSOs, incl. access to technology
4.1. Output report detailing content and procedure of the “Train the Trainers” training program (Documentation for the “Train the Trainers” training program to train incubation delivery partners for each incubation location)
4.2. Output report on incubation program translation into Lao language

**Responsibilities**:
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The Sustaining an Abundance of Forest Ecosystems (SAFE) Initiative, a collaborative effort between the Korea Forest Service and UNEP, aims to conserve and restore vulnerable forest ecosystems with high biodiversity value in Cambodia, Lao PDR, and Vietnam. Over the period of 2023-2030, the initiative will engage local communities and governments to implement community-led forest protection and restoration activities (Outcome 1). Additionally, it will establish a monitoring framework and enhance national and local capacity to track the health of forest ecosystems (Outcome 2). Furthermore, the initiative will support the development of community-led restoration businesses and attract private investments to promote sustainable livelihoods aligned with healthy and resilient forest ecosystems (Outcome 3).

Under Outcome 3, this consultancy will develop the overall architecture of the Forest Restoration Incubation Programs in Cambodia, Lao PDR and Viet Nam over the project duration (including country-specific curriculum, timelines, activities, participants’ profiles, and training materials). The specific tasks to be delivered include:

- Scoping & Market Research

The initial scoping and market research study serves as the foundation for designing a targeted and impactful program per country. This activity includes a comprehensive assessment of the target countries, considering the potential for forest restoration ventures, market conditions, accessibility challenges, local partners etc. Through this activity, the consultant will also develop a detailed profile and mapping of LSOs (Local Support Organizations including local incubators, local government entrepreneurship programs, etc.), their capacities, and their ability to support ventures through the Forest Restoration Incubation Programs. Insights gathered during this scoping phase will form the base for the program design, confirmation of target countries, selection of target regions, development of timelines, and finalization of country-specific complimentary activities.
- Program Design

After selecting LSOs, the consultant will create the final program design for each country. The program design encompasses the structure, business and technical curriculum, and support mechanisms tailored to the specific needs of entrepreneurs in each country. This ensures a collaborative approach and maximizes the expertise and resources available in the entrepreneurship ecosystem. The program will be designed with a gender lens, setting appropriate targets for the number of female entrepreneurs to participate in the program and developing sessions that aid the growth of both male and female entrepreneurs.
- Call for LSOs

The consultant will initiate an open call & scouting for LSOs to identify the best local partners in each country based on the defined criteria during the scoping phase. The ideal partner will have relevant experience supporting early-stage ventures, have strong entrepreneurship ecosystem connections & partnerships, dedicated physical space, and be open to collaboration & adoption of new methodologies. Final program partners will be selected through an in-depth interview and selection process managed by UNEP.
- Gender-Sensitive Incubation Training for LSOs, incl. access to technology
