ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.
This position is located in the Office of the Executive Secretary (OES). The Principal Economic Affairs Officer reports to the Executive Secretary.
Responsibilities
- Within delegated authority, the Principal Economic Affairs Officer will be responsible for:
- Ensuring the consistency of external and internal communications and messaging of the policy options promoted by ESCAP for the implementation of the 2030 Agenda for sustainable development and Regional economic cooperation and integration;managing the work programme of the Office of the Executive Secretary (OES);overseeing the management of activities undertaken by the OES, ensuring that programmed activities are carried out in a timely fashion and co-ordinating work in different areas across the Divisions, Offices and OES, and with other organizations of the United Nations System, as appropriate.
- Co-ordinates deeper and wider substantive collaboration across all subprogrammes of ESCAP, involving more intensive, strategic and technically complex day-to-day coordination among the divisions, regional institutes and subregional offices at ESCAP in relation to strengthening the work of the Commission for both 2030 Agenda for sustainable development and regional economic cooperation and integration.
- Leads, supervises and carries out the work programme of the OES. Co-ordinates the work carried out by different work units of the OES.
- Co-ordinates and oversees the review of sectoral and technical reports for presentation to intergovernmental bodies as assigned by the Executive Secretary.
- Ensures that the outputs produced by the OES maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Sections under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. Ensures high-quality support to the Executive Secretary’s outreach and representational activities, including overseeing the preparation of briefing notes, ensuring follow up to meetings and commitments and providing strategic input on schedule and travel priorities for the Executive Secretary.
- Assists the Executive Secretary in preparing the work programme of the OES, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
- Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the OES, including preparation of budgets, reporting on
- Recruits staff, taking due account of geographical balance and related HR policies.
- Manages, guides, develops and trains staff under his/her supervision.
- Fosters teamwork and communication among staff in the OES and across organizational boundaries.
- Leads and supervises the organization of meetings, seminars, etc. on substantive issues. Manages the substantive preparation and organization of such meetings or seminars.
- Participates in international, regional or national meetings and provides programmatic/substantive expertise on related issue or holds programmatic/substantive and organizational discussions with representatives of other institutions.
- Represents the OES at international, regional or national meetings.
