**Project Description**

The anticipated five-year, USAID-funded Financing Sustainable Landscapes in Asia project will scale investments in sustainable timber and agricultural products, and green supply chains, reduce deforestation and forest degradation, and increase the uptake of climate smart agricultural practices. The program intends to facilitate mobilization of finance for profitable low emissions business models through support to corporations, financial institutions, and private intermediaries that drive investment in sustainable land uses, increases adoption of Environmental, Social, and Governance (ESG) guidelines and sustainable standards, accesses carbon markets, and mitigates risk for the private sector in climate investments. The anticipated program will work across Asia to assist USAID partner countries in Thailand, Cambodia, Vietnam, Philippines, Indonesia, and Laos. This program will help businesses improve their sustainability, green their supply chains, and connect them and catalyze funding from mission-aligned private investors. This program will also assist financial institutions to build their capacity and develop portfolios with positive climate outcomes. Toward these ends, it is anticipated the project will be structured to include, but will not be limited to, the following objectives or tasks:

- Private sector investment mobilization
- Climate finance
- Business advisory services
- Reducing carbon emissions
- Improving business climate resilience
- Policy and regulatory enabling environments

**Opportunity**

Abt Associates seeks a qualified Chief of Party (COP) to lead the expected USAID-funded program focused on financing sustainable landscapes in Southeast Asia. The Chief of Party will manage program operations, administration, oversee technical delivery, and staff performance. They will be the main point of contact with USAID, public and private sector partners, and other national and international organizations. The position is anticipated to be full-time for a five-year duration. Position is based in Bangkok, Thailand and is contingent upon project award. The tentative start date is around June 2023.

**Key Roles and Responsibilities**
- Overall leadership, management, and strategic direction for the program
- Serves as the primary liaison with USAID, senior government officials and counterparts, the donor community, and other USAID programs
- Provide overall technical, administrative, and quality assurance, financial management leadership and oversight to the project
- Responsible for ensuring compliance with Abt policy and procedures and USAID rules and regulations
- Manage relationship between Abt headquarters and program field offices.
- Responsible for all project and cross-cutting deliverables and reporting

**Preferred Qualifications**
- An advanced degree in agricultural or natural resource economics, finance, business, or environmental policy, MBA, JD, or a related field
- 12+ years of experience working with nature-based solutions and climate programs, particularly in sustainable timber or agriculture commodity production, with progressive leadership experience
- Demonstrated experience mobilizing private sector finance for climate adaptation and mitigation, preferably in Southeast Asia including identifying and building pipelines of investment opportunities and in designing and implementing strategies for investment mobilization
- Experience managing international development private sector engagement or climate change projects as a senior manager: Chief of Party experience with USAID projects preferred
- Established expertise in climate change and experience working in at least two of the following areas: sustainable private sector investment and partnerships, carbon reduction, sustainable timber and agricultural supply chains, climate smart financing
- Experience leading and managing, monitoring, and learning from donor funded programs and motivating teams to successfully meet program objectives
- Experience convening technical and management teams quickly to respond to client requests
- Experience with inclusive climate change focused programming including ensuring gender equity, social inclusion, women's empowerment, engaging marginalized and disadvantaged communities, including indigenous peoples
- Demonstrated ability to work and coordinate effectively with a wide variety of stakeholders including national governments, regulators, financial institutions, project developers, donor community, and private sector
- Knowledge of Southeast Asia's sustainable timber and agriculture sector, and the private sector financial and business development landscape
- Excellent interpersonal, diplomacy, and leadership skills, including the ability to manage relationships and motivate staff across the Southeast Asia region
- Strong oral and written skills are required; and
