**Job Summary**:
NIST is looking for a Senior Human Resources Officer to join the compensation and benefit function. This position is responsible for the timely and accurate payroll administration, staff cost analysis and all other administration tasks to complete the monthly payroll process. This role will also support the staff recruitment process.
**Responsibilities**:
- Responsible for timely and accurate payroll administration for the academic staff, support staff and coaches
- Oversees the Provident Fund Benefit and Social Security Fund (communicate and update the fund regulations, new/leaving members)
- Ensures accuracy of Overtime records and full understanding of compliance with related policies
- Ensures staff’s individual files are up to date
- Assist with the verification of employment letters (including promotion, demotion, documents for termination purposes, certificates, etc.)
- Maintains personnel files and HR database in Eagle, Provident Fund, Social Security Fund and Veracross
- Report employee information to related authorities (Social Security, Revenue Department, etc.)
- Assist with the submission of Teachers’ personal income tax and workmen compensation fund
- Assist in relevant projects relates to HR processes (payroll, rewards, benefits, insurance, employee relations activities)
- Support the recruitment procedures of the support staff and build up academic partnerships with universities
- Select the appropriate recruitment channels, develop the job advertisements, update the employment websites, arrange and conduct the interview sessions, and oversee the safe recruitment procedures (reference checks, self-disclosure form, code of conduct form, police clearance in relation to the child safeguarding policies & procedures)
- Prepare and issue the employment contracts for support staff
- Manage and update the staff personnel files, the job description and the organization charts for the support staff
- Maintain and update the HR database on the Veracross system and facilitate the support staff on the staff ID badge including the new staff announcement
- Other tasks as assigned by the Director of HR and HR Manager
**Qualification**:
- Bachelor’s Degree in any related field
- 3-5 years of working experience in Human Resources especially in Payroll Administration and Recruitment
- Experience in the Eagle system would be an advantage
- Excellent command of English communication in both verbal and writing
- Computer literate and experienced with HR software programs and MS Office, Google (Ms Word, Ms Excel, Ms Powerpoint, Google Drive, Gmail, etc.)
- Detail-oriented, problem-solving with good task prioritization
- Proactive, Patient, Service minded with a positive attitude
- Good communication, coordination and interpersonal skills
- Able to work individually or as a team member
- Willing to work in the multi-national work environment
