The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Law Division is the lead Division charged with carrying out the functions of UNEP in the field of environmental law, environmental governance and related policy issues including those related to Multilateral Environmental Agreements (MEAs). The Law Division promotes the contribution of the environmental dimension of sustainable development through law, national and international governance and related policy issues, including those related to Multilateral Environmental Agreements (MEAs). The position is located in the Law Division, Ozone Action Branch, of United Nations Environment Programme (UNEP), Regional Office of Asia and Pacific in Bangkok, Thailand. Under the supervision of the Montreal Protocol Regional Coordinator (South Asia), the incumbent will be responsible for the following duties:
Duties and Responsibilities
- Programme and Project Management:
- Works with key clients to support the development, implementation, and evaluation of assigned programmes and projects. Monitors progress, reviews relevant documents and reports, identifies problems or issues, and recommends corrective actions. Liaises with partners and ensures follow-up actions are tracked and completed.
- Research and Analysis:
- Conducts research on various aspects of programmes and operations, including collecting, analyzing, and presenting statistical data and other information related to controlled substances under the
Montreal Protocol on Substances that Deplete the Ozone Layer
. - Policy and Evaluation Support:
- Provides substantive support for policy coordination and evaluation, including reviewing and analyzing emerging issues and trends. Participates in evaluations, research studies, and policy development to help South Asia network countries meet their
HCFC phase-out
and
HFC phase-down
obligations. - Data Collection and Surveys:
- Contributes to survey initiatives for network countries. Assists in designing data collection tools, reviewing and analyzing responses, and preparing preliminary findings to enhance the delivery of CAP services.
- Reporting and Documentation:
- Prepares and contributes to various written outputs, including background papers, analytical notes, report sections, studies, and inputs to publications.
- Meetings and Events:
- Provides administrative and substantive support for network meetings, thematic workshops, and conferences. This includes proposing agenda topics, identifying participants, preparing background materials and presentations, and managing logistics.
- Outreach and Training:
- Participates in outreach activities and contributes to the development and delivery of training workshops and seminars. Makes presentations on assigned topics and supports knowledge-sharing efforts.
- Field Missions:
- Participates in field missions, providing both substantive and administrative support, including data collection and coordination activities.
- Budget and Financial Coordination:
- Supports activities related to programme and project budgets, including preparation and submission of reports, progress updates, financial statements, and completion reports.
- Data and Visualization:
- Contributes to data collection and analysis, identifies trends or patterns, and presents insights using graphs, charts, tables, and reports. Supports data-driven planning, decision-making, and reporting through data visualization tools.
- Other Duties:
- Performs additional tasks as required.
Qualifications
- Education:
- Advanced university degree (Master's or equivalent) in Environmental Sciences, Natural Sciences, Engineering, or a related field is
required
. - A first-level university degree with two (2) additional years of qualifying experience may be accepted in lieu of an advanced degree.
- Completion of degree or non-degree programmes in
data analytics, business analytics, or data science
is
desirable
. - Experience:
- Minimum of two (2) years of relevant professional experience in environmental programmes, projects, or policies related to the
Montreal Protocol
, or similar fields such as climate change, energy efficiency, chemicals, or pollution issues, is
required
. - Experience in
research, analysis, and report writing
is
required
. - Experience in
refrigeration technologies
and
controlled substances
under the Montreal Protocol is
desirable
. - Field experience in
developing countries
is
desirable
. - At least one (1) year of experience in
data analytics
or a related area is
desirable
(not required for YPP or P-1 candidates with a related degree).
