Safety, Security and Access

**The Opportunity
The Safety, Security and Access Manager will ensure great coordination between Save the Children Thailand Foundation programs, ASRO entity and implement Save the Children’s Safety and Security Policy and Standards within the ASRO and related bodies in Thailand, will help drive systemic change in the quality of safety and security management and contribute to building country/entity compliance with safety and security Minimum Standards.

S/he will work closely with the SC Thailand Executive Director & SMT, the Director ASRO, the Myanmar head of security, the Regional Security department and to ensure our staff and partners operate as safe as possible and deliver safe programs to beneficiaries. She/he will also take forward the organizational security ethos. The post holder will play a key role in the capacity building of Safety & Security Focal Points.

Within his/her role, the SSA Manager will extend his/her support to all SCI staff based and deployed in Thailand under ASRO status especially international staff based in Thailand. The SSA Manager is also expected to work with other neighboring SCI country SSA Managers and SSFP members when required.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

**Key Responsibilities
**Security management, Assessments and Analysis to support decision making**
- In coordination with the SCT SSFP, develop quality Security Risk Assessment and analysis of safety and security operating context in Thailand
- Share the same analysis with the ASRO representative, the regional security director and MMR head od security.
- Advise accordingly the Executive Director.
- Coordinate with all SSFPs of the SC related entities present in Thailand to guarantee a fluid system of info sharing and reporting mechanisms
- Liaise with authorities where needed and report accordingly to the Executive director and ad hoc bodies
- Develop and monitor triggers for escalation of security protocols, as well as de-escalation sharing relevant information with SMT to facilitate decisions.
- Monitor events, review incidents and coordinate analysis, follow-up actions and recommendations.
- Ensure timely dissemination of safety security advisories and alerts to SMT and/or all SCT/SCI staff in Thailand to minimise the risks to our staff, assets and operations.
- Closely support Executive Director in managing critical incident and crisis, develop post incident analysis and follow up on recommendations for improvement.
- Liaise on a regular basis with UN, INGOs and where possible community leaders in the process of gathering and verifying situational information.
- Coordinate the gathering and distribution of situational related information with other relevant actors; triangulate to ensure reliability and accuracy.
- Participate in formal or informal INGO security networks/forums to share information with other INGOs, and gain access to security analyses (if available), support the functioning of this forum.
- Support in investigation during SSA incident or multi-faceted ones.
- Work collaboratively with our colleagues from Compliance, Counter Fraud, Child and adult safeguarding departments.
- Help design programmes consistent with the changing political/economic/social/security context and operational environment
- Proactively be engaged into budget and proposal development to ensure all programmes have equate funding for Safety and Security.
- Ensure that all required support is provided promptly, at scale and in line with the rules and principles during emergencies, working closely with the Regional Office
- Provide ad hoc support in case of security-related crisis and support CO business continuity during crisis time.
- Ensure Duty of Care towards both international staff and national staff Request support as necessary from the regional office

**Policies, Procedures and documentation**
- Ensure that Save the Children Thailand has strong and effective safety and security procedures in place in country, compliant with global safety and security standards and policies. This includes health and safety standards to the office, facilities, and owned/rental vehicles.
- Develop and update a Safety and Security Management Plan (SSMP) for the country involving key staff members including SMT and safety and security focal points and staff.
- Review and update security procedures (SOP) for all field operations across Thailand and make regular visits to field offices and remote based staff.
- Lead drafting, review and amendments/updating of key safety and security documents and plans to keep them relevant and responsive to the changing internal and external environment. These will include, but are not limited to:

- Safety and Security Management Plan (SSMP)
- Hibernation Evacuation, Relocation plan (HERP)
- Security Risk Management
- Incident Management Plan (IMP)
