Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

**ORGANISATIONAL CONTEXT AND SCOPE**:
The Bali Process on People Smuggling, Trafficking in Persons and Related Transnational Crime (Bali Process) is a non-binding and state-driven process involving 49 members (countries and international agencies), including the United Nations Refugee Agency (UNHCR), the International Labour Organization (ILO), the International Organization for Migration (IOM) and the United Nations Office of Drugs and Crime (UNODC), as well as a number of observer countries and international agencies who participate in this voluntary forum.

The RSO was established in 2012 to facilitate the operationalisation of the Regional Cooperation Framework (RCF) to reduce irregular migration in the Asia and Pacific region. The RSO aims to support and strengthen practical cooperation on refugee protection and international migration, including human trafficking and people smuggling, and other components of migration management in the region. The RSO is co-managed by the Australian and Indonesian Governments.

**RESPONSIBILITIES
RESPONSIBILITIES AND ACCOUNTABILITIES**

Reporting to the RSO Co-Managers, the Consultant will oversee the Communications, Engagement, Monitoring & Evaluation Unit and is expected to perform the following tasks during the period of the contract:

- Provide overall leadership and management of the Communications, Engagement, Monitoring & Evaluation Unit, supervising a team of up to ten personnel (including four Programme Managers) and fostering a collaborative, high-performance team culture.
- Oversee and coordinate the unit in a way that promotes coherence and alignment across work areas and provide quality control with significant attention to detail across all outputs and activities of the unit’s four core programme areas - Strategic Communications & Engagement; Stakeholder Engagement & Events; Trends, Insights & Analysis; and Monitoring, Evaluation & Learning (MEL) - so that all outputs and deliverables meet RSO standards and support the RSO’s strategic goals.
- Lead cross-cutting initiatives and process improvements that enhance the RSO’s operations and strategic objectives, including developing integrated communication and engagement strategies, strengthening internal knowledge-sharing, and embedding robust monitoring and evaluation practices across RSO initiatives, projects and activities.
- Work closely with other RSO teams to integrate the unit’s support functions into all RSO initiatives, ensuring a whole-of-RSO approach. This includes coordinating with programme teams so that communications, stakeholder engagement, analysis, and MEL activities effectively support and add value to programmatic outcomes.
- Contribute to senior-level planning, strategy development, risk management and governance processes of the RSO. The Consultant will participate in RSO leadership activities including but not limited to RSO leadership coordination meetings, strategic planning meetings, activities planning and execution meetings, Governance Forum and Risk Committee and provide expert advice and analysis to RSO Co-Managers and help identify and mitigate risks to RSO operations and reputation.
- Represent the RSO at high-level engagements with Bali Process members, donors, and partner organisations. This includes delivering briefings, presentations and reports at regional meetings, conferences, and other forums, and serving as a key RSO representative to communicate the RSO’s mission, activities and insights to both internal and external stakeholders.
- Provide guidance and oversight on stakeholder engagement and events management to strengthen execution of RSO-led events (such as workshops, forums, dialogues and conferences) with a focus on enhancing planning, preparation, budgeting and delivery and working to enhance stakeholder engagement activities in a manner that is strategic, inclusive and furthers the objectives of the RSO and Bali Process.
- Oversee the RSO’s strategic communications and outreach efforts, including high-level messaging and content development. Ensure all RSO publications, digital platforms (website, social media) and public communications are coherent, professional and aligned with the RSO Communications and Engagement Strategy.
