Job Overview/Summary:
The Senior Operations Manager is responsible for the oversight and management of high operational quality support to the RSC Asia by working closely with the RSC senior management team and country office operations teams to ensure that all necessary operational arrangements including supply chain, finance and administration etc., for RSC activities are efficiently managed and delivered in a timely manner and in compliance with RSC Asia Standard Operating Procedures (SOP) and policies.

Major Responsibilities:
Operations:

- Provide leadership to the operations team ensuring quality service and efficiency of operations.
- Provide department leaders with recommendations and consultation to improve operational process across RSC Asia
- Assist the Senior Operations Coordinator and RSC Asia Director to determine and prioritize operations strategies based annual goals and office priorities.
- Visit RSC Asia sub-offices and field sites to monitor and support RSC operational protocols and plans
- Provide routine monitoring and reports (daily, weekly, monthly, quarterly) of operations and project administrative systems.
- Represent RSC Asia leadership internally and externally with key stakeholders generally, and particularly in areas pertaining to operations.
- Ensure positive working relations and collaborative interactions within all RSC Asia and IRC operational teams.

Team Management
- Line manage operations staff including senior operations officer and Bangkok based contract employees, guards, and drivers.
- Provide capacity-building, technical support, and mentorship to direct reports ensuring that they understand, follow, and comply with relevant RSC Asia systems, policies, and procedures.
- Support the Senior Operations Coordinator by identifying, preparing, reviewing, and reporting on RSC Asia regional operational needs, including developing needs assessment reports, implementation plans, and resources.
- Lead and conduct high-quality, regular, and documented meetings with operational team for technical guidance, planning, performance review, progress reporting, and problem solving.

Supply Chain

In consultation with Senior Operations Coordinator coordinate with RSC and IRC Supply Chains to:

- Ensure purchasing and spending forecasts are timely, up to date, uploaded in the relevant systems.
- Participate and contribute to effective use and adoption of INTEGRA
- Coordinate RSC Asia training and orientation of staff on Supply Chain related tools, schedules, and processes.
- Conduct Purchase Request (PR) tracking and note any significant delays in procurement.Provide analysis and recommendations for improvement to Senior Operations Coordinator for further discussion and action.
- Ensure procurement documentation is continually updated to ensure documentation on file reflects the progress of each procurement action.
- Act as a primary focal person for verifying a Product Delivery Report/Certification of Completion.

Asset/Inventory:

- Oversee asset movements in Thailand office and ensure reports are completed on a quarterly basis and submitted to Senior Operations Coordinator for further review and discussion.
- Serve as focal point for annual Asset and Property counts in Bangkok office as well as ensure the Master Asset register is updated as appropriate.
- Oversee that RSC asset disposal, loss, damage, end of life, certificate of disposal, auction and sale are accurately recorded and in compliance with the IRC Standard Operating Procedures (SOP) and policies.

Risk Management And Security

Coordinate with IRC Security teams to:

- Support project staff to understand and comply with relevant security and safety procedures.
- Coordinate staff participation in safeguarding trainings, access to information and policy
- Maintain up to date and relevant RSC Asia security management plans.

Financial Support
- Ensure and coordinate preparation, reviews, and submissions of monthly spending plans and BVA reports.
- Contribute to development of RSC Asia regional operational budget, financial reports, project financial information, spending plans, and Budget Vs Actuals updates to support decision making, project planning and donor compliance.
