Job Title: Associate Programme Management Officer
OCHA is seeking a highly skilled Associate Programme Management Officer to join our team in the Law Division, OzoneAction Branch, of United Nations Environment Programme (UNEP), Regional Office of Asia and Pacific in Bangkok, Thailand.
Key Responsibilities:
- Work with key clients to facilitate the development, implementation and evaluation of assigned programmes/projects; monitor and analyze specific aspects of programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and recommend corrective actions; liaise with relevant parties; identify and track follow-up actions.
- Carry out basic research on selected aspects of programmes, operations and other activities, to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources on controlled substances under the Montreal Protocol on Substances that Deplete the Ozone Layer.
- Provide substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies.
- Assist in policy development to support the South Asia network countries to meet their Hydrochlorofluorocarbon (HCFC) phase out and Hydrofluorocarbon (HFC) phase-down obligations, including the review and analysis of issues and trends.
- Participate in survey initiatives for network countries; assist with design of data collection tools; issue data collection tools, review, analyze and interpret responses, identify problems/issues and prepare preliminary conclusions to improve delivery of CAP services to network countries.
- Contribute to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications.
- Provide administrative and substantive support for network meetings, thematic workshops, conferences, to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics.
- Undertake outreach activities; participate in the development of training workshops, seminars; participate in and make presentations on assigned topics/activities.
- Participate in field missions, including provision of substantive and administrative support, data collection.
- Coordinate activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements) and preparation of related documents/reports (project completion reports, work programme, programme budget).
- Contribute to the collection and analysis of data as well as identification of trends or patterns and provide draft insights through graphs, charts, tables, and reports using data visualization methods for data-driven planning, decision-making, presentation, and reporting.
Requirements:
- Advanced university degree (Master's degree or equivalent) in Environmental Sciences, Natural Sciences, Engineering or a related field is required.
- A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience:
A minimum of two years of progressively responsible experience in project/programme management, administration or related area is required. Working experience in research, analysis and report writing is required. Experience in refrigeration technologies and controlled substances under the Montreal Protocol is desirable. Field experience in developing countries is desirable. One (1) year or more of experience in data analytics or related area is desirable (none if successful YPP or P-1 with a related degree).
