**Responsibilities**:

- The Asia-Pacific region faces a multitude of challenges in its journey towards energy transition. One major hurdle lies in achieving a balanced energy mix that integrates renewable sources while gradually reducing reliance on fossil fuels. The region accounts for more than half of global energy consumption, with 85% of that regional consumption sourced from fossil fuels. Coal dominates the region’s energy consumption, providing 47 per cent of the primary energy mix (followed by oil at 25 per cent) and 56 per cent of the electricity mix (followed by natural gas at 10 per cent). In fact, Asia and the Pacific is the world’s largest consumer of coal, accounting for a staggering 81 per cent of global coal consumption. Such high dependence explains the region’s elevated share of global carbon emissions (more than 52 per cent). It also highlights the vital role of the Asia-Pacific region in the worldwide fight against climate change.

Thanks to its track record of providing capacity building and technical research on macroeconomic policies, ESCAP will act as a channel of critical Asia-Pacific voices on the issues of financing and financing the energy transition into the global discourse.

The Financing Energy Transition component of the project aims to strengthen the capacity of member States to achieve stable, inclusive and sustainable economic development with a focus on innovative and emerging financing options in the Asia-Pacific region.

The project will deliver on 3 core activities: two regional dialogues assessing the needs as well as implementation strategies and one report outlining recommendations to increase policy initiatives and capacity building on energy transition.

(1) Initial Regional dialogue - hybrid mode [to be held beginning of May 2024] with high-level representatives from the Asia-Pacific region to assess the needs, priorities and available financing options/modalities for the Asia-Pacific region in the area of financing energy transition.

(2) Comprehensive Regional Report [to be launched in July/August 2024) highlighting the needs, priorities, and available financing options/modalities of the Asia-Pacific region in the area of financing energy transition will be produced.

(3) Second Regional dialogue - in person mode [to be held in November 2024], which outlines ways and means to address the challenges in financing energy transition in the Asia-Pacific region as well as an emerging consensus on high-level principles of financing.

(4) Other activities at the country level as planned in the project document, particularly targeting selected countries: Indonesia, Philippines and Viet Nam.

2. Objectives.

Under the direct supervision of the Economic Affairs Officer of the Financing for Development Section and the overall guidance of the Section Chief of the Financing For Development Section at the Macroeconomic Policy and Financing for Development Division (MPFD), the contractor will undertake the following tasks:

1) Provide overall project coordination in the implementation of the activities of the S23 Project, component related to “Financing Energy Transition - FET”. The specific activities include as follows:

Organize a project management system to track the daily/weekly/monthly implementation of the FET component activities as per the FET-approved work plan provided by the supervisor.
