Disbursement Analyst

Analysis withholding tax and bank reconciliation.
At least 3 years in disbursement.

**Responsibilities**:
Payment process
Ensure that AP vouchers are paid correctly and on time and in compliance policy and procedures.
Ensure that vouchers are properly approved and has complete supporting documentation.
Validate the correctness of withholding tax for each payment.
Prepare manual checks/cashier check and obtain approval for special payments outside Citidirect.
Issue withholding tax certificate to vendors every month.
Provide payment detail to vendors as requested such as invoice no, due date and bill placement process.
Set up payment cut-off schedule and communicate to relevant stakeholders such as AP and vendors.
Fund management
Prepares the monthly weekly and daily cash forecast by obtaining collection estimates from Commercial Team, estimating payment projections and consolidating them.
Updates the cash forecast on a daily basis by reflecting actual collections and payments.
Month-end closing and others
Prepare monthly bank reconciliation statement and balance sheet breakdown analysis (VAT on Service, Other receivable, Accrue interest receivable/payable, Promissory Note etc.).
Ensure that long outstanding items are followed up.
Prepare the journal entries arising from analysis of accounts (e.g. bank transaction fees, accrual of interest receivables), ensuring correctness of account and proper period.
Reconcile withholding tax certificate with SAP prior to the monthly submission to the Revenue Department.
Calculate VAT input for offshore payment and submit to the Revenue Department for VAT credit.
Petty cash reimbursement.
Responsible for petty cash reimbursement for other functions and ensure petty cash request is complied with policy.

**Skills and Experience**:
Bachelor degree in Accounting or related function.
5 -7 years relevant experience in accounting and disbursement for 3 years.
Have a basic knowledge in tax regulations and accounting standards.
Good computer literature in Microsoft office.
Have a good communication skills to co-ordinate with other functions.
Ability to focus on detail and to work under pressure.
Ability to summarize and communicate key message to management.
