Senior Programme Management Officer

The United Nations Environment Programme or UNEP is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
This position is based in UNEP's Regional Office for Asia and the Pacific (ROAP) in Bangkok, Thailand.
**Responsibilities**:
Under the direct supervision of the Deputy Regional Director and overall supervision of the Regional Director, the incumbent will be responsible for the following duties:
- Coordinates and leads the regional contribution to the productions of recurrent UNEP Environment reports and other environmental assessments by consulting with member states, including through UNEA and with other stakeholders and partners on the scope and process for assessments and reports and intended impacts, appropriate assessment methodologies and necessary cooperative arrangements and participation by national governments.
- Promotes global and regional collaboration and ensuring developing countries participation and input; consulting with collaborating centers, scientific experts, relevant UN system agencies and relevant UNEP programmes to the production of the assessments, taking into consideration gender, geographical and disciplinary balance.
- Coordinates regional data and information sharing including enhance partnership of data sharing with institutions from the Asia Pacific Region and contribute to the development and implementation of UNEP’s Global Environmental Data Strategy, World Environment Situation Room (WSER) and Data Driven Environmental Solution Hub, promote WESR in the Common Country Analysis (CCA) in the region, promote the environment related SDG indicators reporting in the region, strengthen the regional participation in the UNEP’s Global Environment Monitoring System Services and monitor emerging environmental concerns or issues and contribute to the UNEP’s strategic foresight to tackle three planetary crises.
- Coordinates awareness raising and outreach of UNEP science products in the Asia Pacific Region including Global Environment Outlook, Thematic assessments, such as Emissions Gap Report, Adaptation Gap Report, Production Gap Report, Foresight Brief, SDG indicators reporting system and products and other science products across the UNEP.
- Coordinates capacity building activities in the Asia Pacific Region on Science-Policy Interface including environmental data and information, SDG indicators indicator reporting and other capacities to tackle the three planetary crises.
- Oversees the implementation of Science Policy Sub-programme of UNEP’s Medium Term Strategy (MTS) in the Asia Pacific Region.
- Supports the delivery of stronger analytics that contribute meaningfully to global conversations around the three planetary crises of climate change, nature loss and pollution and waste, and expand the uptake of science by policy and actions.
- Identifies key areas and emerging issues to ensure the strategic relevance of the functions towards programme’s delivery in the region and ensure the programmatic coherence of UNEP’s initiatives and projects, including by providing an analysis of required policy and technical information into regional programming portfolio and activities.
- Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels.
- Manages actions related to concepts and approaches relevant to science-policy interface and other integrated approaches to the environmental indicator framework of the Sustainable Development Goals and the 2030 Agenda.
- Provides timely, scientifically credible, policy-relevant environmental assessments, data and information for decision-making and action planning for sustainable development.
- Coordinates policy development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies.
- Coordinates preparation of various written outputs, background papers, analysis, substantial sections of reports and studies, inputs to publications.
- Takes the lead to develop, implement and evaluate assigned programmes/projects; directs subordinates in programme/project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions.
