Org. Setting and Reporting


The Regional Office is primarily responsible for maintaining continuous liaison with the States to which it is accredited and with appropriate organizations, regional civil aviation bodies and UN Agencies and programmes.

The Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO Strategic Objectives, policies, and decisions.

The Regional Office also provides technical guidance and assists States with implementation of ICAO Standards and Recommended Practices (SARPs) and air navigation plans.

The Regional Office also provides technical assistance when requested.

The incumbent reports to the Regional Director (RD) through the Deputy Regional Director (DRD) with whom s/he consults on complex technical assistance issues.

S/he also has a functional reporting line to the Air Navigation Bureau (ANB) at ICAO Headquarters (HQ) in order to promote the implementation of ICAO SARPs, ICAO Global Aviation Safety Plan (GASP) and regional agreements on aviation safety and related matters in the Region and performs other duties as required.

S/he will also provide Evaluation and Internal Audit Office (EAO) support to the decentralized evaluations network.

The incumbent, in coordination with the respective sections in ANB is responsible to support the implementation of the GASP and the Regional Plans or Agreements by assisting States in the conduct of gap analyses, resolving identified deficiencies in the shortest time possible, enhancing safety awareness, development of national and regional implementation plans, development and establishment of State Safety Programmes (SSPs) and Safety Management Systems (SMS), and provide HQ interface with the Regional Aviation Safety Groups.

Responsibilities

Function 1 (incl.

Expected results) Promotes and support the implementation of ICAO SARPs, the ICAO Global Aviation Safety Plan (GASP) and regional agreements and safety plans, in accordance with established plans and policies, achieving results such as:

  • Support the Regional Aviation Safety Group (RASG-APAC) and Asia/Pacific Air Navigation Planning and Implementation Regional Group (APANPIRG) to provide feedback on States' implementation of ICAO safety related provisions.
  • Conduct State-specific gap analyses in line with the GASP, regional and national targets to guide the development of national safety implementation plans to support States in the establishment and management of robust and sustainable safety oversight systems with respect to all safety aspects as shall be determined.
  • Analyse and proactively assess a State's Universal Safety Oversight Audit Programme (USOAP) results on a regular basis with emphasis on issues raised by the Monitoring and Assistance Review Board (MARB), RASG/PIRG, international and regional organizations and other appropriate stakeholders and provide technical advice and recommend solutions on such issues.
  • Coordinate and facilitate matters relating to the GASP's and RASP implementation programmes, accident and incident investigation meeting decisions, State Safety Programme (SSP) and Safety Management Systems (SMS).
  • Interact with and support Regional Aviation Safety Group (RASG-APAC) and its contributory bodies.
  • Organize conduct and/or participate in seminars/workshops/meetings to assist States in their efforts to rectify safety deficiencies and enhance their safety oversight systems, in cooperation with the Air Navigation Bureau (ANB) in HQ. Function 2 (incl.
Expected results) Serves as a focal point in the Regional Office regarding safety matters requiring immediate response, achieving results such as:

  • Develop prioritized and appropriate remedies to respond to Member States' most urgent aviation needs based upon their SSCs and identified levels of effective implementation and corresponding to their needs.
  • Liaise and coordinate with various Bureaus, Regional Offices, internal and external agencies, and ANB Sections on the development and execution of the response structure.
  • Encourage, support, and validate the implementation needs for States within the Region.
  • Manage the validation of all ICAO recognized technical cooperation/assistance projects and training development that aim to improve States' effective implementation of ICAO provisions.
  • Coordinate with Implementation Safety in the Air Navigation area of the Air Navigation Bureau (IMP-SAF/AN), Resource Mobilization (RM), Crisis and Rapid Response (CRR), Integrated Aviation Analysis (IAA), Safety and Navigation Oversight Audit (OAS), other Regional Offices, as required, Regional Aviation Safety Groups, Regional Safety Oversight Organizations and Cooperative Development of Operational Safety and Continuing Airworthiness Programmes (COSCAPs) for the prioritization of assistance using a risk-based methodology in order to align technical cooperation and assistance support with Regional and Global Plans and Strategies and to ensure effective delivery of programmes within the Region.
  • Actively promote and support activities that create and increase the awareness, understanding and ownership of ICAO activities related to crises and rapid response within the Region.
  • Assist in the use and support of the Universal Safety Oversight Audit Programme Continuous Monitoring Approach (USOAP-CMA) online framework with the States' National Continuous Monitoring Coordinators (NCMCs) and Oversight Audit Section (OAS) and Oversight Support Unit (OSU in ANB).
  • Support the USOAP CMA activities, if/when required. Function 3 (incl.
Expected results) Provides advice and technical assistance to States in the improvement of safety compliance with ICAO policies, achieving results such as:

  • Formulate and advise on national regulations, procedures, and practices in relation to ICAO Standards and Recommended Practices (SARPs) and guidance material issued by ICAO.
  • Monitor and assist States in activities of safety oversight in the region (regional and sub-regional aviation safety agencies/groups).
  • Coordinate and participate in assistance mechanisms (like Combined Action Teams, No Country Left Behind (NCLB) regional programmes, etc.) to provide immediate assistance to States within the Region in the formulation and follow-up of corrective action plans to respond to State's most urgent safety needs and resolution of Significant Safety Concerns (SSCs) or in the form of mitigating or capacity building measures.
  • Follow up States' Corrective Action Plan (CAP) implementation and report updates to ICAO.
  • Coordinate within the Secretariat (Regional Offices, Bureaus in HQ), UN System, international organizations, other safety partner organizations, and States for the development of immediate plans of action to assist States in need for crisis response.
  • Develop efficient strategies and plans for transitioning short term responses to longer term projects, as appropriate, using available resources from UN System (e.g. Office for the Coordination of Humanitarian Affairs (OCHA), Capacity Development and Implementation (CDI), Regional Offices, and/or donor States.
  • Support the Regional Director with United Nations Country Team responsibilities related to emergencies and/or crises.
  • Develop and maintain the Regional Office Business Continuity Plan. Function 4 (incl.
Expected results) Provides advice to State Civil Aviation Authorities on measures required for effective implementation of the provisions in the Flight Safety fields, achieving results such as:

  • Monitor operational activities of regional projects including attending meetings of such organizations as required.
  • Monitor developments of concern to ICAO in the States to which the Regional Office is accredited.
  • Maintain liaison with service providers and international and regional aviation organizations in the Region.
  • Using the USOAP CMA Online Framework, iSTARS, Implement Solution Center, and other existing tools and mechanisms to perform safety data collection and validation activities and exchange of information.
  • Participate in the implementation of safety strategies.
  • Assess the impact of safety strategies on States' safety oversight capability and at regional level.
  • Ensure that corrective and mitigation actions are taken by States in their regions in a timely manner.
  • Participate in safety promotion activities.
  • Maintains a record of the status of implementation of ICAO provisions. Function 5 (incl.
Expected results) Provides feedback on States' challenges and priorities with respect to the Global safety work programme including the development of SARPs, achieving results such as:

  • Collect regional information concerning issues and challenges faced by States and others in the implementation of International Standards and Recommended Practices and Policies.
  • Monitor and encourage State responses to ICAO State letters related to Safety matters.
  • Provide advice to States on proposed amendments to SARPs during the consultation phase with States.
  • Advise ANB on the regional priority, and impact assessment of SARPs in development, including information pertinent to advising the Air Navigation Commission on regional and national issues that should be considered regarding the implementation of proposed SARPs. Competencies

Professionalism:

Knowledge of ICAO's work and functions aimed at enhancing global civil aviation safety, increasing capacity and improving efficiency of the global civil aviation system.

Good knowledge of civil aviation issues of the Region, and familiarity with the work of other related international organizations. Sound knowledge of ICAO annexes 1,6,8,13, 16 (Vol1),18 and 19. Knowledge of international activities in the fields of technical cooperation and air transport. Ability to produce reports and papers on technical issues. Familiarity with activities concerning safety related research and developments in progress in the Region.

Must be a qualified Government Safety Inspectors (GSI) having credentials on ICAO USOAP CMA CBT in the area of OPS or, PEL or, AIR.

Education

A first-level university degree in aeronautical or related field, is required.

A technical qualification in aviation such as an Airline Transport Pilot License, Air Traffic Control License, or Airframe and Power Plant Technician Certification may be accepted in lieu of the first-level university degree.

Work Experience

  • A minimum of nine (9) years of experience reaching managerial level, with a focus safety oversight audits in a civil aviation administration is required.
  • Experience of work in one or more of the following fields: Air Operator's Certification (AOC) Process, or Certification of Aircraft Maintenance Organizations (AMO) and Aircraft Airworthiness is required.
  • Experience in communication and cooperation with counterparts within international organizations, national administrations, professional organizations and industrial partners is required.
  • Experience as a Flight Operations Inspector or, Airworthiness Inspector in a Civil Aviation Authority is required.
  • Experience in work necessitating a Licence (ATPL, aircraft maintenance engineer (AME), ATCL etc.) and experience in the implementation of quality management systems and/or safety management systems is desirable.
  • Experience in work which necessitates knowledge of ICAO structure and objectives, with emphasis on the Regions, and of roles played by international organizations, bodies and stakeholders, and also experience in participating in the ICAO USOAP Audit and/or USOAP continuous monitoring activities is desirable.
  • Experience in participating in the aircraft's accident investigations and in the development of procedures for aircraft operations or aircraft maintenance is desirable.
  • Experience in conducting safety related training courses, seminars, workshops, etc. is desirable.
  • Experience in negotiating with government authorities is desirable.
  • Experience working in a multi-national and multi-cultural environment is desirable.
Languages

Essential Fluent reading, writing and speaking abilities in English. Desirable A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish).
