The Office of the Special Envoy supports the implementation of the Secretary-General’s good offices General Assembly mandate on Myanmar.

Under the overall direction of the Special Envoy, the incumbent will report to the Head of Office.

**Responsibilities**:
Within delegated authority, the Political Affairs Officer will be responsible for the following duties:

- Drafts various political and communications documents and reports including regular political updates, statements, remarks, talking points, mission and meeting reports, and institutional reports, including those required by intergovernmental bodies.
- Gathers and analyses information pertaining to political, security, human rights and socio-economic developments as well as situation and operational analyses of humanitarian access and issues concerning Myanmar and the region.
- Keeps abreast of latest trends and developments in the area of assignment and provides inputs and advice to the Special Envoy and the team.
- Maintains up-to-date knowledge of events relating to political and humanitarian issues, in general, and in particular as they affect the good offices mandate of the Secretary-General’s Special Envoy.
- Maintains contact with other sectors of the UN, other international organizations, Civil Society Organisations, local academia/think tanks, regional partners and governments.
- Monitors actions taken by other UN entities, government and non-governmental organizations.
- Ensures timely reporting to Extra-Budgetary donors (including the Trust Fund).
- Selects, classifies and stores in computerised databases information relating to peace and security and humanitarian issues in Myanmar and the region.
- Participates in fact-finding and other field missions within assigned area of responsibility.
- Prepares meetings of the Special Envoy on Myanmar, including through the drafting of talking points, speeches, background notes, correspondence and other materials.
- Performs other related duties as required.

Competencies
- Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.
- Planning& Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education
Advanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, law, public administration or other related. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in political science, humanitarian assistance and coordination, international relations, law, disarmament, security, development management, conflict resolution or related area is required.

Experience in a field setting is required.

Experience in or on Myanmar or the region is required.

Experience in inter-agency coordination is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
