Associate Economic Affairs Officer

The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

This position is located in the Technology and Innovation Section, in the Trade, Investment and Innovation Division. The incumbent reports to the Chief of Technology and Innovation Section.

The work of the Technology and Innovation Section focusses on supporting stakeholders to harness the potential of innovation for inclusive and sustainable development in two specific areas namely:
1. Private sector innovation (covering social and women’s entrepreneurship, inclusive business, foreign direct investment, and impact investing).

2. Innovation policy (covering technology, innovation and digital economy policies).

**Responsibilities**:
Under the direct supervision of the Chief of Technology and Innovation Section, and overall supervision of the Director, Trade, Investment and Innovation Division, the incumbent is required to perform the following functions:
Economic and/or sector analysis:

- Collects, evaluates, interprets, and analyses specified statistics and qualitative information obtained from a variety of sources and pertaining to innovation, enterprise and investment topics.
- Prepares briefing notes, inputs to speeches and similar material on innovation, enterprise and investment issues in a form that is meaningful to non-specialists;
- Prepares first drafts of analytical studies on innovation, enterprise and investment issues and policies.
- Assists in the organization and servicing of expert group meetings, seminars, etc. on innovation, enterprise and investment issues.

Intergovernmental support:

- Prepares inputs for reports to intergovernmental bodies.
- Follows intergovernmental meetings and prepares summary reports and similar material.
- Prepares inputs to statements by members of the Bureau and Secretariat staff to such meetings.
- Assists in the organization of panels, round tables etc. on innovation, enterprise and investment issues for inter-governmental processes.

Technical cooperation:

- Compiles and analyses the data and other information necessary for the preparation of technical cooperation project proposals in the area of innovation, enterprise and investment.
- Prepares documentation for technical cooperation programmes and projects.
- Contributes to the preparation of material for the approval of regional, country or sector technical cooperation projects.
- Monitors, backstops and assesses the implementation of technical cooperation programmes and projects.

General:

- Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s services;
- Undertakes on-the-job and other training activities, both internally and externally.

Education
Advanced university degree (Master’s degree or equivalent degree) in innovation, enterprise, investment, economics, finance, business administration, management, or related field is required.

A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of two years of progressively responsible experience in economic research and analysis, policy formulation, project management, and event management in the fields of innovation, enterprise and investment; or the successful completion of the Young Professionals Programme Examination (YPP)/United Nations National Competitive Recruitment Examination (NCRE); or the General Service to Professional Examination (G to P) is required.
