- To ensure that all dry docking procedures comply with Company Dry Docking procedures P-TEC-0018-E and relevant rules and regulations.
- To fully utilize the Company-provided Ship Management Software (DNVGL), including Dry Docking Module, Plan Maintenance Module, Procurement Module, Stock Control Module, Document Control Module, and Consumption Module, with high-quality data input.
- To conduct pre-docking inspections in a timely manner, ensuring that dry dock specifications are prepared at least 4 months before the tentative dry dock date. These specifications should include work scope details, material specifications, supporting drawings, photographs, etc., for review by the Technical Manager and approval by the Fleet Manager and Director. Reference should be made to dry docking working lists, vessel inspection reports, and external survey reports for inclusion in dry dock specifications. Assistance must also be provided to the vessel’s Master and Technical Superintendent Incharge in creating dry dock specifications.
- All major spares and stores should be ordered no later than 4 months before the tentative dry dock date.
- Hold a meeting with the Technical Manager, Technical Superintendent Incharge, and procurement department at least 1.5 months before the tentative dry dock date to discuss the final repair scope and necessary requisitions.
- Responsible for processing purchase orders and requests (under OPEX and CAPEX) related to dry docking activities, including services, Makers attendance, major spare parts, stores, dry dock paints, chemicals, and all related purchase orders and invoices must be tracked.
- Responsible for managing all formalities associated with a dry docking operation, including arrangements before the vessel’s arrival at the dry dock, during its stay at the dry dock, and after its departure.
- During dry dock, conduct daily meetings with yard personnel and relevant third parties, such as surveyors and coating advisers, as well as other sub-contractors. Summarize meeting minutes and report them to the head office at the end of each day using the ‘End of Day’ reporting form, which should also include details on work progress and the dry dock budget summary (F-TEC-002-E).
- Supervise and coordinate all repairs, surveys, and overhauls during dry dock in collaboration with the Technical Superintendent Incharge, ensuring that all work meets the required specifications.
- Maintain a record of all expenses related to dry docking, categorizing expenses as allotted, exhausted, or exceeded, along with reasons for exceeding.
- Compile, verify, and negotiate all costs associated with the dry dock.
- Maintain three files for each dry docking, including details on the initial dry dock comparison and Director’s selection decision, work done details, and budget details.
- Ensure that the Final Dry Dock Report, including financing documents and all reports related to Dry Docking, are correctly maintained and updated in a timely manner.
- Be responsible for Guarantee Claims for new building projects.
- Conduct occasional onboard vessel inspections during vessel service to ensure that vessel inspection reports are completed promptly and published in the Ship Manager Safety Task module.
- Provide support and cover for Technical Superintendents as needed.
Qualifications:
- Possess a Bachelor’s degree in Naval Architecture or have sea-going experience as a marine engineer on foreign-going vessels, preferably holding a Second Engineer (FG) Certificate of Competency.
- Possess NDE (Non-destructive examination) Level II qualification if available.
- Hold a Project Management qualification or demonstrate experience in managing dry docking or major projects.
- Possess in-depth knowledge of ship construction, preferably with previous experience in vessel repair or new building shipyards.
- Have basic accounting and financial knowledge.
- Be capable of working under pressure and in a multicultural environment.
- Demonstrate strong administrative and negotiation skills.
- Be enthusiastic, able to work in a team, possess strong mental agility, have an open mind, and excel in business coordination.
